The Study On The Construction Of Rural Social Security System Based On Land-assets

With the accelerated process of urbanization and industrialization, the increasing agingpopulation in rural areas, the land social security function has weaken, but, the farmersdemand of social security is constantly enhanced, because of the history and institutionalreasons, farmers always excluded in the social security system. However, in the constructionof rural social security system, the core problem is the funding issues.This paper has selected the construction of rural social security system based on the landcapitalization. From the perspective of institutional arrangements, using the theory ofEconomics, Social Security, and Institutional Economics, and using the methods of theoreticalanalysis and combination of questionnaires and interviews with cases research to research therelation on the relationship between the rural land system and rural social security system, thesocial security of rural land and land-based assets to construct the rural social security andother issues, then designed the process of the rural social security system based on theland-asset. In this paper, the following aspects have been emphasized:First, this article analyzed the relationship between the rural land system and rural socialsecurity. On the one hand, through the analyze the historical change of the rural land systemand rural social security system, obtained the relationship between rural land system and ruralsocial security system, the change of rural social security mainly around the rural land systemand the operation of agricultural, based on the current status of the two systems, theland-assets reform is necessity.Second, analyze the social security of rural land. Using the empirical methods to analyzethe social security of rural land, derived from the land of social security protection necessaryand the feasibility of rural social security system based on land-assets.Third, the design of the rural social security based on the land-assets. Through analyzethe mode of land-assets operation, according to the current actual situation, design the ruralsocial security.Fourth, the author proposed the conclusion of this paper, the insufficient and prospects.In the situation of increasingly weakened family security and increasingly obviousshortcomings of rural land system, this paper attempts to explore the sources of funding socialsecurity, provides the new idea to resolve the funding social security, which is a new idea orsystem innovation in construction the rural social security and the urban and rural socialsecurity unified.
