The software industry in twenty-first century will be one of the biggest industry scale and most promising new industries, especially with the arrival of the cloud computing and networking era, new technology and new model will not only change the way of living and work, but also can accelerate the formation of world economic power and military forces in new situation. Therefore, the software industry competition is intensifying and new technology and new knowledge are constantly updating. The software industry is knowledge-intensive industry and the labor cost of the total cost accounts for60%-70%or even higher. Therefore, the most important is to obtain a number of high level high quality talents through development, if the enterprise wants to have sustainable core competitiveness.Recruitment system is an important component in the human resources development and management and the main channel of obtaining the human resources and determines the enterprise’s human resources quantity, quality and structure formation and plays an irreplaceable role to grasp and lift the quality of human resources of the companies. The development of human resources or enterprises makes an effect on improving the quality of human resources and utilization efficiency to achieve the strategic goal of the enterprise. In the recruitment of human resources development, the theory and practice of emphasizing human resource development has decisive significance for enterprises to carry out the work, reduce the operation costs of the enterprise and complete the strategic goals of the enterprise.This paper has fully studies the predecessors of the modern human resources development and management theory and learned software enterprise recruitment system and status of human resources development. On the basis of those, in view of the present LCGS company, from three aspects of recruitment system,which include the human resources planning, job analysis, statistics and talent market supply demand prediction analysis, recruitment processes and the implementation process analysis,combining with the recruitment, it has been conclude that recruitment system now cannot meet the recruitment needs, failed to make the development of human resources and to effectively support services of human resources development related links. Then to solve the problems, drawing lessons from domestic advanced enterprise practice and experience, countermeasures have been put forward and built, which are based on development of human resources recruitment system. This strategy, for one hand, it can solve the problems of recruiting high quality talents and paying the high cost in the company. On the other hand, it can improve LCGS human resources recruitment and development at present, directly by channels of co-culture, paying attention to recruiting a "potential" staff, which lays a good foundation in the recruitment process for the development of human resources, even for human resource development practice. Finally, from four aspects of human resources planning and job description, demand forecasting and statistical, recruitment process and implementation, recruitment evaluation will be constructed, which is based on the development of human resources recruitment system. Researches for LCGS Company are of great importance in choosing, educating and employing practice and have certain referential significance to the similar software enterprises like LCGS Company to build their own recruitment systems.
