China Give Priority To The Development Of Urban Public Transport Constraints And Countermeasures

The city's public transport which is closely related to people's production and life is an important infrastructure. With economic and social development and speeding up urbanization, problems of transport jam and inconvenience of people travel have become increasingly prominent, which severely affects urban development and improvement in people's living standards. The investigation on priority development of public transport has become one of the key elements of public services and public measures. However, the investigation on restraining factors and countermeasures of the priority development of public transport is still relatively lagging behind and weakThe leading role of government can not be replaced, and the participation, corporation and construction machinery of all kinds of national departments and social organizations and general public are indispensable to stimulate growth on the priority development of public transport. In reality, however, the main of our country priority development of public transport is single and the participation of multi-mains and coordination mechanism is still not perfect. Therefore, systematical investigating on the restraining factors of our country priority development of public transport and constructing a perfect counter mechanism and countermeasure are very essential for priority development of public transport.In view of this, the significance of this study mainly manifests itself in these ways: can clear that city bus transport is the cause of society public transport, can improve the priority development of public transport according to principles of"government-led, planning coordinated, policy support and priority development", can clearly know the understanding, capital investment and system are the restraining factors to priority development of public transport, can set the idea of"bus first"to promote understanding, can know how to adopt the policy of integrated planning, multi-mains investment, financial subsidies and tax incentives etc. to increase public transport investment, can know how to set up an orderly competition mechanism of bus market to release from institutional constraints, to stimulate priority development of public transport, to satisfy citizens'travel demands to the maximum, to reflect the friendly image of government for the people, and to promote the harmonious development of society.This paper is supported mainly by the public services theory, public products theory, public policy theory ,and public transport theory to give priority to the development of urban. It takes a comparative study of the literature analysis, research methods, such as the classification to study the background and significance as a starting point. Through the basic theory, it leads to the position-setting principle and objective of the prior development of China's urban public transport. On the basis of priority on the development of public transport constraints in China, through the search of the reasons, from the perspective of an integrated multi-dimensional research, the paper puts forward the measures during the prior development of urban public transport .
