Preliminary Exploration On Evaluation System Of Marine Economy Security In China

The21stcentury is the Ocean Century and marine economy has become themotive power to boost national economy. China is a major maritime country whoseeconomy security affects related to the fundamental national benefits. With theover-exploitation and the growing tension on the land resources, the healthydevelopment of marine economy is the key to get rid of the bottleneck of the naturalenvironment, resources, expand social space for development, safeguard nationaleconomic security and develop the socialist market economy with Chinesecharacteristics in an all around way. However, the rapid development of China’smarine economy also caused many problems: the continuous decline of offshoreresources and environment carrying capacity,over-exploitation of marine resources;the lost of sovereignty of part of the waters, exclusive economic zone and the islands;no strong scientific and technological innovation to support marine science andtechnology; governmental departments having overlapping marine managementfunctions and marine disasters making the sustainable development of marineeconomy faces many uncertainties. Reasonable scientific safety assessment ofChinese marine economy has important theoretical and practical significance in thedevelopment of scientific theoretical system of China’s marine economy, making seapower strategy scientifically as well as the establishment and implementation ofscientific marine development strategy, therefore improving the grim situation of thegovernment and the public understanding in the safety of China’s marine economy todevelop more specific strategies for marine economic security.At present, China’s marine economy research stays in the initial research stageand is not yet comprehensive. There is no clear description and a uniform definitionof the marine economic security of China. There is no comprehensive systemevaluation measure, nor the safety of China’s marine economy. Guided by relevant theories and evaluation methods, this article measures empirical and finally putforward the idea of the proposed study.First, the author sorts out the economic security and marine-related securitytheory, the connotation of national economic security, marine economic theory andsecurity of economic theory and the scientific definition of marine economic securityconnotation which is based on the former theories. Secondly, the author analyzes theimpact of various factors of the security of China’s marine economy the steps of thecomprehensive evaluation and methods, selects the appropriate evaluation methodsaccording to the basic principles of evaluation index system and marine connotationof economic security, from affecting the marine the various factors of economicsecurity, select the reasonable amount of evaluation indicators, respectively, from thecarrying capacity of resources, marine safety, disposal of ocean affairs capacity,marine technology and support capabilities to resist marine disasters in these fiveareas, innovative establishment of the China’s marine economy multi-level evaluationindex system. In this paper, the author adopts the Delphi method and the AHP methodto determine the weight of each index and uses fuzzy comprehensive evaluationmethod to develop indicators of quantitative and qualitative evaluation criteria andscoring, measure comprehensively of the various index weights and scores on theChina’s marine economic security. The measure results show that: China is relativelysafe to resist marine disasters while the other marine areas are in more dangeroussituation. Finally, the paper proposed five policy recommendations including theempirical analysis to measure the results and the safety situation of China’s marineeconomy, improving the carrying capacity of resources to ensure the safety ofmaritime transport, streamline marine management and coordination mechanism,improving technology and the sea strategy, building marine disaster preventionsystem.
