In an environment characterized by a globalizing economy and the continued expandingand deepening of information technology applications, changes are occurring at every linkin the manufacturing industry’s value chains. High value added links are constantlymoving toward the upstream and downstream regions of industry chains. Technology andservices have already taken the form of independent products.In the view of a telecommunications equipment manufacturing company that viewstechnology and innovation as their lifeblood, the demands of supply chain managementhave risen, emphasizing that to carry out the integration and consolidation of resourcesand competitiveness in supply chains allows us to pursue effectiveness and cost efficiencythroughout the entire system. This maximizes the system’s productivity and minimizes itscosts.In an environment with these types of supply chains, more and more of thetelecommunications equipment manufacturing industry are using their specialcharacteristics to shift their primary orientation toward product research and development,customer-centered service, and other competitive links. Manufacturing, logistics, andother links in the chain are being outsourced in order to focus on the most dominant links,thus allowing companies to strengthen their competitiveness.EMS Services has clearly demonstrated their superiority in the electronic manufacturingindustry. They’ve provided a comprehensive solution for supply chains, becoming theoptimal industrial chain link and first choice for transformation-to-services for mosttelecommunications equipment manufacturing companies.From the perspective of strategic management, this paper uses methodology that combinestheory and case analysis to analyze the external and internal environments of mobiletelecommunications equipment distributors, attempting to find the key to theircompetitiveness as well as point out the necessity for transformation among thesedistributors.After using SWOT methodology to study the strengths, weaknesses, opportunities, andrisks of EMS, this paper concludes that when telecommunications equipment distributors need to get out of trouble, EMS is their main solution. By using operational managementtheory to analyze EMS’s tactical plans as well as analyze how to choose and assess theprimary approaches and methods of EMS Services, this paper finds that utilizing EMSgives mobile telecommunications equipment distributors a strategic and operationaladvantage.Finally, this paper carries out a case analysis of telecommunications equipmentmanufacturing Company A, which chose to use EMS Services. Looking at the reasons forCompany A’s choice as well as the cooperation process, this paper details the primaryinvestigation and assessment methods that Company A utilized in choosing EMS. Thispaper introduces Company A’s assessment system and grading methods for distributorsand expounds on EMS Services’ operational management, information managementsystem, intellectual property protection, and information protection. And looking at thecontributions that EMS made in supply links, capital links, and the R&D-to-new-productprocess, this paper explains the change that EMS Services brought to Company A.Based on a telecommunications equipment manufacturing company’s actual choice,assessment, and management of EMS Services, this study carries out a rigorous analysisas well as an optimization of the entire work process. Telecommunications equipmentmanufacturing outsourcers’ choice to use EMS Services is important in both instructionalvalue and practical value.
