Coal industrial city irrational structure and unbalanced industrial structure are the keyreasons of heavy mine carbon emission and ecological deterioration, which also one ofserious problems that China currently facing. Firstly, the paper starts from the connotationand characteristics of the coal industrial city transition and elaborates the theory, whichproviding a theoretical basis for the following analysis and empirical test. Secondly, useLMDI model, combining with the data1999-2009of China key coal industrial city Huainanto analyze the impact of various factors on the city’s carbon emission. Finally, according tothe basic reality of low-carbon transition of coal industrial city Huainan, promote severalpolicy recommendations on the transition of mining area.The results show that: the per capita carbon emissions in Huainan is rising year byyear and having a rapid expansive trend on the magnitude of rising. The main inhabitingfactor of the per capita carbon emissions is the increased energy efficiency and thecontribution rate of energy structure remained at a state level, both of the above inhibitingfactors are difficult to compete with the promoting factor of economic development,besides in the next five years, the high-carbon characteristics is still obvious. The city hasserious imbalance on industrial structure, high carbon emissions and behindhand citycomprehensive feature, which must establish perfect and long-term mechanisms to promotelow-carbon transition of coal industry city.
