Cities increasingly become the main spatial carrier and economic carrier oftourism. The rapid development of urban tourism and tourism urbanization hasbrought up the rapid construction of tourism city. By the end of2010,339cities wererated as excellent tourism city in China. On the other hand, low-carbon concept isbeing received extensive attention and expanded from the economic field to the sociallife field continuously because the growing issues, such as climate change, energysecurity, as well as resources and the environment. Britain, the United States,Denmark, Sweden, Japan and other countries have formed their own typical pattern oflow-carbon city. The construction of low-carbon urban is growing rapidly in domestic,such as Guangdong, Liaoning, Hubei, Shenzhen, Xiamen, Hangzhou and other cities,including many outstanding tourist cities. Traditional excellent tourism cities paymore attention to the tourism economy, management level, as well as facilities. Theyare not enough to consider the change of global climate and to adapt to the newrequirements of low-carbon tourism. To the social, economic, environmental andtourism between the coordination of a more reasonable degree of symbiosis not veryhigh concern, which cause a lot of social and environmental problem. Resources andenvironment become factors restricting the development of tourism city in the verygreat degree. Low-carbon tourism city will be the new direction on the newbackground.The construction of low carbon tourism city, the core of which is promote thetourism competitiveness, is not only related to the process of urban physicalenvironment, but also involves fundamental transformation towards people’s value,productive and living style, and regulations, etc. Therefore, the construction oflow-carbon tourism city is a large and complex subject, but also a object of evaluationwhich is multi-function, multi-layered and multi-objective. This paper attempts tobuild the evaluation system of low-carbon tourism city in three terms, which aretourism competitiveness of urban, the lever of low carbon development and theregional environmental support, and then provides the empirical analysis based onQingdao City. The main contents are as follows:First of all, the conception of low carbon tourism urban is being defined based on the achievements both in theory and practice of low carbon tourism. Its basicdevelopment of mode contains three spheres from the core to the periphery, which aredeveloping the low-carbon tourism, improving the urban low-carbon level as well asthe transformation of regional environment support. They constitute a dynamic systemand interact with each other.Secondly, a comprehensive evaluation system for low-carbon tourism urban isbeing constructed, which has three subsystems and thirty-one indicators. The threesubsystems are tourism, low carbon and environment. The city tourismcompetitiveness index reflects the fundamental conditions of the urban developmentof low-carbon tourism, including the cities of low-carbon tourism resourceendowment, development capacity of the tourism market, tourism industry structureand low-carbon income-generating capacity. The lever index of low carbon in the citycan be used to evaluate the current situations and potentials of a low carbon touristcity. The regional environmental support is the reliable guarantee of the lastingsuitable development in the construction of low carbon tourism city, which is closelyrelated to economy, society, policies and technology.Lastly, taking Qingdao as an example for empirical research, and other14sub-provincial level cities including Guangzhou, Hangzhou, Wuhan, Xi’an, etc. arebeing selected as the main discriminated basis. By comparative analysis, thedevelopment level for the low carbon tourism city of Qingdao places only sixth that isnear Xiamen and Dalian but is far behind Hangzhou and Guangzhou. Qingdao ranksthe seventh, the sixth and the fifth in subsystems. Its environmental advantage is thefavorable factor in the development of the low carbon tourism urban, while the majorlimiting factors include market exploitation, industrial structure and energy structure.Comparatively speaking, there are good conditions and potentials for Qingdao toestablish the low-carbon tourism urban. What’s more, some suggestions are beingproposed toward the construction of low-carbon tourism urban for Qingdao.
