Performance management is one of the most important management methodused by enterprise. Strategic performance management concerns long-termdevelopment and future income of an enterprise, which causes enterprisers andmanagers to pay great care and much attention to it.Since Chinese reform and open to the outside world, basic telecommunicationhas been developed rapidly and the convenient and quick mobile communication hasstepped into rapid development especially. Various dealers of mobile communication,taking customer scale, market share, operation income and net profit etc. as keyassessment indicators, have implemented strategic performance management focusingon KPI. With the motivation of performance lever, the enterprises have changednoticeably.This thesis, taking China mobile C company in a certain eastern province as acase, studies and analyses application situation, arising problems and measures to beadopted of strategic performance management in telecommunication enterprises withKPI as key assessment indicators.The research has found that the existing problems of strategic performancemanagement in C company are as follows:1) the changes of internal and externalsituation lead to fluctuation of strategic performance management scheme;2) there exist conflicts between the long-term strategy of a enterprise and the short-terminterests of its departments;3) future development has been underestimated and muchattention has been devoted to salary and rewards etc.. Thus false data and ineffectiveindicators have been made. Thus occurs a lot of departments and persons loaded withheavy pressure from that and special groups who do not fear of assessment ofmanagement of strategic performance management.In order to settle these problems, by spot survey, regular personal visits andconsulting data etc., the author has undergone research and analysis to the pointand in the method to combine theory with practice has put forward a series ofsuggestions to supervise and improve strategic performance management, such asformulating scientific and reasonable scheme of strategic performance, banninginappreciable and ineffective targets, supervising coach system of strategicperformance and implementing performance results, in view faking scientifically manas principle.Finally, in order to ensure the deepening of strategic performance managementand effectively superior measures’ implement, this thesis has analyzed relationshipbetween strategic performance and various concerned beneficiaries of a enterprise andputs forward four measures to smoothly carry out the strategic performance.
