Energy conservation and emission reduction means Saving energy and reducingconsumption of source and pollution emissions. Our “11th five-year plan " for first putforward to reduce the energy consumption per output by20%and reducing emissions10%of pollutant emissions.“11th five-year plan " proposed more strict target. As the capital city,Beijing have finished "11th five-year plan" mission ahead and successfully. During thenext5years, Beijing Put forward the whole face implementation "Green Beijing"development strategy. So the research on Beijing energy conservation and emissionsreduction has important theoretical and practical important meanings.This article research on this topic in three aspects. The first part,this paper introducesthe present situation of energy conservation and emission reduction in Beijing and theprogress in recent years. The second part, it establishes the Beijing the change of industrialstructure and the energy consumption per output VAR model and impulse responsefunction and variance decomposition model.The third part, it separately use AHP REPI and the intimate Index to research variationtendency about Economic growth, pollutants, energy consumption and environmentmanagement. Then give the comparative analysis.The innovation of this paper lies in following aspects: First, it researsh on Economicstructure adjustment of economic impact. Second, in VAR model and impulse response,variance decomposition model, this paper gives its meaning novelty, and also make someforecast. Using a variety of methods to evaluation. This paper in the insufficient that: In theanalysis and evaluation of the data due to limited it only do the time-series data analysis,without comparison section analysis, in the future if we can obtain area the analysiswould be more meaningful.
