This paper shows that the writing purpose and meaning,and summarized thedomestic and foreign research situation on international business.Then based on the oil pipeline in the internal and external environment undertookdetailed analysis.The external environment,from the two aspects of macroscopic andmicroscopic detail analysis.Macro environment analysis of Pipeline Bureau politicalenvironment, economic environment,social environment and technical environment arestudied,microcosmic environment analysis from the nature of the industry,competitionsituation,the threat of substitutes,the potential threat of entry,suppliers and customers ofseveral aspects of the analysis.Internal environment analysis of the pipeline bureaucompany development present situation;then from the management structure,system,financial condition and analysis of human resource condition of the company has internalresources;then introduces the pipeline bureau subsidiary status and management mode.Again studies home and abroad,the pipeline bureau’s SWOT analysis andcomparative analysis with benchmarking company,draw Pipeline Bureau deficiencies andgaps:International Management and the existing system,mechanism lag contradiction;high speed development and the investment and financing system defects of thecontradictory;low-end business saturation and high-end business behind the contradictionbetween the traditional management mode;and the process of marketization is notcompletely adapt to the contradictory;sustained and stable development and pipelineconstruction market the periodic fluctuation of the contradiction of gross of personnel;toomuch with the applicable amount of talent shortage contradiction;high speed developmentand internationalization management lag contradiction.This paper developed a pipeline bureau internationalization management strategy,putforward their own suggestions and gives the reference solution.This paper argues thatpetroleum pipeline bureau must straighten out the management system of internationalbusiness,the establishment of an international division unified centralized management;tomake full use of social resources,the implementation of market-oriented bidding;implementation of overseas projects of centralized procurement and logistics management; establish and improve the market system and the development of tender offer system,improve market development efficiency;improve the international project managementmode and system,on international project budget management;the establishment of ascientific evaluation system,improve project management benefit;to increase internationalengineering talent team construction,strengthen human resource investment;raiseinternational project fear and HSE management level;enhance the modern means ofmarketing,brand promotion Pipeline Bureau of international competitiveness,the only wayto ensure the smooth implementation of the internationalization management strategy.
