A Study On The Structure Of Innovative Cluster

Innovative cluster is a technology economic network system compiled by variety offormal and informal connections between different organizations, which can output a largenumber of innovative fruits and new knowledge productions. It has a complex,three-dimensional, dynamic and open structure. As people become aware of that gatheringeffect has a significant influence on the upgrading of industrial and the growth of regionaleconomic, the study of the theory of innovative cluster has become the concern of circlesof government and cademic. Many experts and scholars, policymakers of science andtechnology begin to think about how to cultivate the innovative cluster. To cultivate theinnovative cluster, it s very important to find out the main elements of innovative clusterclearly and learn the relationship between different elements. Studying out the elementsand structure of innovative cluster has an instructive significance, which not only perfectthe innovation cluster theory system, but establish the theoretical foundation for theanalysis on synergy evolution of innovation cluster system.This paper defines the connotation of innovative cluster from both geography spacedimension and technical economic dimension; summarizes the characteristics and mainelements of innovative cluster; build the structure model of innovative cluster base on thefunctional orientation of every element with the guidance of the system engineering theory,network organization theory and coordination theory. The study concluded that innovativecluster structure is composed of many main elements such as enterprises, universities andresearch institutions, agencies and government, financial institutio ns as well as resourceelements like knowledge, information etc, and it has the following characteristics:embeddedness, diversity and complex, dynamic and open. There are two layers in thisstructure. The core network layer in the center of the structure is complied of number ofenterprises, universities and scientific research institutions, which link by supply chain andknowledge innovative chain and have complicated relationships between them, for example, the collaborative relationship between upstream and downstream, competitionrelationship between the same points of the supply chain. The service network layeraround the core layer is complied of intermediary service, government and financialinstitutions which have complex and close associations with elements in center byproviding service, making plans, coordination, and offering the platform to them. Finally,the paper confirms the theoretical result of this paper with the case of Zhangjiang SciencePark and puts forward some proposals about cultivating innovative cluster from fiveaspects, including management system, government guidance, industry cultivation,scientific research support and innovation environment construction, base on the summarythe developing characteristics of Zhangjiang mode.
