The competition among companies is the competition of talented person actually, and the team of high-qualified persons is favor to keep core competencies, and the key of building high-qualified persons’team in the future is echelon construction of talented persons. In today’s society that has intense competition, the key factor of winning Competitive advantage continuously is unique resources which company dominates, and especially human resources has already been the important factor of affecting enterprises’developing and strengthening their core competencies. Human resources, as one of strategic resources that make enterprises get competitive advantage, require that enterprises integrate different level, sort, experience and age, make a well-structured echelon, and fulfill business development’s demand for human resources predictably according to the demand of companies’strategic development; so that it can achieve orderly replace of companies’talented persons, push companies’ sustainable development and support endless human resources for accomplishing companies’ strategic objectives.According to the research of building talented persons’echelon theory, this text analyzes all factors of influencing talented person echelon, and it elaborates the sequence built, talented person selection, talented persons training, talented persons’ performance appraisal and evaluation of building talented persons’echelon. As well, combining with the talented person echelon construction and the human resources management experience of Dalian China Oversea Company, we analyze the weak link and existing problem of Dalian China Oversea Company; according to main approaches of talented persons construction, we propose the overall concept for talented persons echelon construction in the future. On one side, we should build the aim of talented persons echelon construction, and this aim should have intense relationship with the companies’strategic development objectives; on the order side, we should perfect the input, train, output channel of talented persons to make the talented persons echelon construction affluent. As well, we should strengthen the protection mechanism construction of talented persons, and emphasize the culture of talented person construction, and build a good mechanism of "brand attracting persons, emotion keeping persons stay, career promoting persons". So that we can form complete implementation of Dalian Company talented persons echelon construction. This paper makes useful exploration for talented person construction of growing regional real estate companies.
