High energy consumption, solid waste and other gas emissions result in the air contamination and affect the production and living, which sounds a warning to human to a certain extent. As the globalization of temperature increase, natural disasters follows: Rising sea levels, flooding cities and acid rain. According to UN statistics, cities having more than half the world's urban population, occupy 75% of the total greenhouse gas emissions.To change this situation, the reasonable handling of the relation between natural and human demand relevant personnel committed to the merger of urban development and environment. Based on the development of the city, make effective use of resources and the environment and avoid waste. Taking resource and environment into consideration, combined with advanced high technology, explore the feasibility of developing a green city. Therefore, in the implementation, it is necessary to have a set of theories, in order to determine the direction of the development of the city, and put forward countermeasures and suggestions. Try to use this evaluation system to reflect the objectivity of low carbon cities. Take the effect of human beings on the environment as a criterion, the system reflects some of the problems that exist in the city: energy supply, traffic congestion, environmental degradation and so on. According to these problems, appropriate countermeasures and suggestions are proposed.Through collection data assessing urban development indicators, such as:Engel coefficient, the contribution rate of the service sector, coal energy consumption ratio, on the basis of reading a lot of references, rely on AHP, research and analysis on the development of low-carbon city in Shuozhou,from the environment, consumption, transportation, industrial, technology, construction, energy and so on, countermeasures and suggestions for the problems in the development of low-carbon city.The following results were obtained:(1)The low-carbon economy index is 13.19 in Shuozhou City, based on the evaluation criteria grade low-carbon economy, low carbon economy is in the description of the category. Low-carbon environment the highest score, the lowest score of carbon sink capacity.From the perspective of low-carbon city development, the development space of Shuozhou city has yet to be further improved.(2)ln the development of low-carbon economic, the carbonization of environmental, science and technology and transportation plays an important role in Shuozhou. Consumption, low-carbon industrial structure, construction, energy structure relative disadvantage.(3)There are many problems in the construction of low-carbon in Shuozhou City:mainly dependent on the development of the coal industry, its pillar industries is minerals and processed minerals,uncoordinated industrial structure, single structure, development is not comprehensive; the development of three major industries unbalanced, the first and third industry development speed is slow, resulting in "two light, middle heavy" abnormal situation; more waste discharged by traffic travel,more green buildings is imperfect; that different levels of education, the lack of high-tech talent and technology introduction, leading to the distribution of information society is not uniform, the gap between rich and poor widening.(4)To solve these problems in the development of low-carbon city, put forward the corresponding countermeasures and suggestions: raise awareness of low-carbon, pay attention to the choice of the industrial structure, the implementation of energy-saving technology; the scientific path to the development and the integration of innovative technology in low-carbon city, promote low-carbon industries, promote research, the introduction of high-tech talent; reasonable development of public transport systems, promote low-carbon travel, optimization of urban transportation system; vigorously develop low-carbon building,emphasizing the carbon absorption function of building materials, strengthening the research and development of low-carbon technologies.
