Research On Evaluation Methodologies For Energy Conservation And Reduction Of HuBei Road Transportation Industries

As the revision and launch of the energy conservation law and approaches of the eleventh five-year plan (the 5-year period starting 2006). China's energy conservation and emission reduction works into a new stage. Besides setting the goals of cutting energy consumption by 20% and reducing emission by 10% in the end of the eleventh five-year plan, countries put forward some definite opinions on how to work out energy conservation and emission reduction in the energy conservation law. Energy reduction refers to reduce energy consumption and pollutant emissions, Energy conservation and emission reduction refers to reduce energy consumption and pollutant emission. Energy conservation and emission reduction of the road transportation industries mainly refers to control and management by the road transport enterprise to improve operation vehicles fuel efficiency and reduce fuel consumption and reduce emissions. Road transport industries are the key industries of energy consumption and emissions. Gasoline and diesel oil consumption accounts for more than 50% of total consumption ,emissions in many cities have become the main source of air pollution. Strengthen energy conservation and emission reduction of road transport industries to improve energy utilization efficiency of the whole society,protecting and improving the environment, which will be of great significance to promote the sustainable development of society.Hubei road transportation industries provide powerful guarantee for economic development in hubei province, which have become the energy consumption and emissions of hubei province. Meanmile, hubei road transportation industries are important restricting factors of achieving energy conservation and emission reduction goals and constructing two type society. For further advancing energy conservation and emission reduction of hubei road transportation industries , achieving the goals of reducing energy consumption per unit output value by 20% and reducing emissions by 30% in the "eleventh five-year plan" to put forward by Hubei bureau of communications. This paper makes some research on evaluation methodologies for energy conservation and emission reduction of road transportation industries of hubei province.This paper make a comprehensive and dynamic analysis of energy conservation and emission reduction of the road transportation industries. By considering the major factors and constructing principles of evaluation index system of energy conservation and emission reduction of the road transportation industries, and using the method of system dynamics based on system analysis,and basing on corresonding regulations and spirit of documents recently issued by national and regional transportation departments in charge, we construct evaluation index systems of energy saving and emission reduction of regional road transportation management departments and the road transportation enterprises in accordance with specific conditions of energy conservation and emission reduction of hubei road transportation industries. This paper also put forward the countermeasure and suggestions of energy conservation and emission reduction work.Meanwhile, this paper proposes the setting process of weight value of evaluation index system of energy conservation and emission reduction-delphi technique method and analytic hierarchy process. Establishing the score charts provid basis for reference in evaluation of energy conservation and emission reduction for higher-level departments in charge of road transportation enterprises. This paper have important significance for supervising regional road transportation management departments to promote energy conservation and emission reduction, motivating, standardizing and guiding energy conservation and emission reduction of hubei road transport enterprises.
