Since increasing peasants’ income is the key of solving the "three agricultural problems",the central committee and state council keep high attention on this issue.The central No.1documents were published continuously the theme of "three agricultural problems" from the year of2004to2011. Policies on these documents cancel agricultural tax which is lasted for2600years,and improve the measurement to give the farmers favorable terms. With the big but weak agriculture, increasing peasants’income is the demand of solving "three agricultural problems", propelling new countryside construction, and constructing harmonious society in Neijiang.Based on the researches of peasants’ income from domestic and abroad scholars,this paper analysis the peasants’income status in Neijiang by using the methods of vertical comparison and.According to the relative data of Neijiang from2000to2011, this paper finds the gap of net income per peasant from that of in sichuan province and average urban income in Neijiang city.And then,principle component regression is taken for quantitative and qualitative analysis on the18influencing factors to the peasants’income in Neijiang.This paper then constructs the principle component regression model and puts forward the suggestions on further increasing peasants’ income.The main research conclusions as follows:(1)The net income per peasant in Neijiang in2011is6638RMB, increased20.6%within the same period.The velocity of the growth is faster than that of SiChuan.and also higher than that of urban residents disposable income in Neijiang. The net income per peasant in Neijiang consists of salary income and income of family management,which make up a large proportion to83.4%.(2)The main factors of promoting peasants’income in Neijiang are the proportion of financial input related agriculture, industrialized rate,urbanization rate,the proportion for middle school education of rural labor,the proportion of non-agricultural workforce,the proportion of quantity and high quality in agricultural and livestock products.and the proportion of outgoing workforce, etc.In the contrast, the factors of restricting peasants’ income in Neijiang are the proportion of agricultural loan balance,and the proportion of planting industry in the first industry,etc.(3)The effective ways of further increasing net income per peasant in Neijiang are by increasing the financial input,improving the agricultural conditions,and laying the external foundation of increasing peasants’income;pushing forward the industrialized and urbanization together, setting up a scaffold for labor transfer, increasing peasants’ job opportunities; strengthening the rural education, training modernized peasants, enhancing the peasants’inner power for increasing income; taking the preferential policy for return home, driving the second and third industry to develop, broadening the approach to increase income; mending the pace of agricultural industrial structure adjustment, improving the commercializing rate of agricultural and livestock products, promoting peasants’ income.
