The Development Zone is a special area of economic development, which plays an important role in the economic and social development. Over the years, the provinces, cities and counties have set up many the Development Zones.Land utilization of the Development Zone is extensive, serious waste of land. Therefore, To carry out the Development Zone land use performance evaluation theory and empirical research has important theoretical and practical significance to improve the development zone land use efficiency.Based on location theory,the theory of government rent premium, diminishing land returns theory, systems theory, sustainable development of theory. Using the method of combining qualitative and quantitative research,A combination of theoretical and empirical research,Method of combining static and dynamic analysis, Method of combination of field surveys and statistical analysis.The paper systematically analyzes the theory and methods of the development zone land-use performance evaluation, build the development zone land-use performance evaluation system, taking Wenjiang Development Zone for an example to conduct an empirical study, and in-depth analysis of the evaluation results obtained to improve the development zone land use performance suggestions.First, the paper defines the connotation of the Development Zone land-use performance and its evaluation.The paper defined development zone land use performance refers to the allocation of the land resources of the region between the various uses of various departments and different land-use efficiency of land use of the structural features and the different degree of utilization, efficiency, effectiveness and overall performance of the three respects. Evaluation refers to the area of land use structure, the degree of effectiveness and efficiency aspects of the system to evaluate.Second, build the development zone land use performance evaluation model and empirical study. In this study, select20specific indicators from the development zone land use structure, effectiveness, and efficiency. Select the Analytic Hierarchy Process and other specific evaluation methods to build the evaluation model. In the empirical study, Evaluat the land use performance of the Wenjiang Development Zone.The paper had selected12experts who familiar with the land, planning and urban construction evaluate the score of indicators.Use YAAHP5.2to determine the weight of each indicator, Use expert advice and other methods to determine the standard values of the various indicators, indicators of standardization,Use Multi-factor evaluation model calculated by the Wenjiang Development Zone land use performance composite score index was0.9048, The land use structure, the degree of effectiveness and efficiency of the score coefficient respectively0.9910,0.9225,0.9388,and0.7888. The study showed that the Wenjiang development zone land use system fully functional, land-use potential fully tapped, and land use performance standards to belong to the category V, but the land use in the region there is still room to improve.Third, suggestions:Strengthen the government’s ability to guide the intensive use of land, the establishment of the exit mechanism of inefficient land; Strengthen the supervision of the entire land use in construction projects;Actively introduced policies to encourage enterprises to improve the efficiency of land use;Full use of market mechanisms to promote the rational allocation of land resources;Stressed that full use of modern scientific and technological means to strengthen the dynamic monitoring of land and scientific management.
