Analysis And Evaluation Of The Current Situation Of The Investment Environment In Heilongjiang Province

In recent ten years,the investment growth of Heilongjiang province is weak,and the investment rate is always low in the whole country.Investment is one of the main driving forces of economic growth.Along with the low investment rate,economic growth in Heilongjiang province has been sluggish in recent years.Therefore,to better attract investment and change the low investment rate is crucial to revitalize the economic development of Heilongjiang province.To promote investment and attract foreign investment,the most critical point is to improve the investment environment.At present,from the perspective of macro statistics,Heilongjiang province has a poor ability to attract investment and a poor overall investment environment.So what is the level of the overall investment environment in Heilongjiang province and what causes the problems in the investment environment in northeast China are the main problems studied in this paper.Firstly,this paper reviews the literature on investment environment research at home and abroad,and selects some influential,representative and enlightening literatures on the research methods of this paper to make a literature review.After that,the investment environment of Heilongjiang province was qualitatively described and analyzed.The statistical data of Heilongjiang province released in recent years were comprehensively described,and the overall investment environment of Heilongjiang province was qualitatively evaluated from the macro data.At the same time,qualitative analysis is also made on the factors influencing the investment environment of Heilongjiang province from the data and charts of previous years.Finally,according to the characteristics of the investment environment in Heilongjiang province,this paper adopts factor analysis method to establish the evaluation index system.The investment environment of Heilongjiang province is divided into three system level indicators: macro-economic environment,investment soft environment and investment hard environment.On this basis,it is subdivided into 26 benchmark level indicators for comprehensive analysis.Based on the relevant index data of all provinces in 2016,the factor analysis method was used to conduct a horizontal comparison and analysis of the investment environment of Heilongjiang province and other provinces in China.This paper finds that the investment environment of Heilongjiang province is low in the whole country,lower than the ranking of its economic scale.According to the weight analysis of factor analysis method,it is concluded that the main reasons for the deteriorating investment environment are the net outflow of population,the small input of science and technology,the low overall wage level and the unreasonable industrial structure.In addition,the same method was used to conduct a longitudinal comparison of the investment environment of Heilongjiang province from 2007 to 2016,and a conclusion was drawn that the investment environment score decreased year by year and the investment environment deteriorated year by year.Finally,according to the conclusion,the corresponding policy opinions are put forward.
