With the continuous development and progress of science and technology and thenetwork technology, the world of scientific research institutions or socialorganizations every day will produce huge amounts of scientific data, the scientistsput forward new challenge: how to manage a large number of scientific data.It is notpossible to keep all the scientific data, especially the case that there are lots of theScientific data, so scientific data value appraisal activities at this time is verynecessary, any practice activities need to be guided by theory,this urgently needs us toformulate related standards of scientific data value appraisal,and on this basis carryingout the work of archive appraisement.This article on the basis of consulting a large number of domestic and foreignliterature, fully refers to the achievements in various fields of experts and scholarshave made in their respective fields, first introduced the research background of thisthesis writing, the significance of the research and the relevant theoretical basis,analyzed research and practice progress of domestic and foreign scholars in scientificdata value appraisal, starting from the theory of scientific data available, this paperintroduces the definition, characteristics of scientific data, a detailed analysis of thescientific value of data, and points out that it is necessary to identify the scientific datavalue;Then,this paper is based on the value appraisal theory, formulates he principlesand the standards of scientific data value appraisal, and makes a systematic analysis.Scientific data value appraisal work needs to have the corresponding basis, from themacro to have the principles of scientific data value appraisal, from the microcosmicaspect, must develop standards of scientific data value appraisal. The authorsummarizes the research results of the scholars, refers to the theory of archival science,and adds my own understanding of scientific data value appraisal work,thinking thatthe principles of scientific data value appraisal includes:comprehensive principle,historical principle, efficiency principle, difference principle and fleeting principle.While the standards of scientific data value appraisal includes: the standards ofscience history and economic value; data quality standards, mainly refers to theaccurate reliability, non redundancy, metadata integrity; content standards, includinguniqueness, availability; economic standards, refers to save cost, replacement cost;relative value, including with the depository institution task dependencies, data integrity; in addition to existing scientific data was not accepted standards, refers tothe legal and moral restriction. This is a complete standard system, has great effect onthe value judgment of scientific data. Of course, the standard of scientific data valueappraisal is not immutable and frozen, will changes with the time, there is alwayssome new situation. For example, with the development of information technologyand computer technology, electronic environment and environmental changes thathave occurred, the standard of scientific data value appraisal may change, thisrequires us to constantly to solve these new problems; Finally, introducing the IDEF0model theory, analyzing the scientific data value appraisal as a framework, and carrieson the modeling using IDEF0model this tool,makes the internal relationship with theoutside world relations of value appraisal work more clearly, to achieve efficientappraisal of scientific data, to realize the value of scientific data. In this paper, theIDEF0model is introduced to scientific data value appraisal system, IDEF0model ofscientific data value appraisal system is build up, analyzes the scientific data valueappraisal process, provides the theoretical and standardization basis for scientific datavalue appraisal.This model can provide a theoretical framework for future research,has the vital significance.Scientific data value appraisal has received more and more attention from allsectors of society, but it is not enough to focus, the pace of related theory also shouldkeep up with practice and guide practice. But this is a development process,needs usto communicate and fuse in archival science, computer science aspects, the realbreakthrough in theory and technology, makes the scientific data value appraisal canefficiently be in progress, Finally realizes the value of scientific data, and providesscientific data needed for the social from all walks of life.
