The urban housing problem is becoming more and more serious day by day as a result of the rising house prices. More and more residents couldn’t even meet their basic housing need. So the task of the government to strengthen housing security seems even more urgent.In order to known the amount of indemnificatory housing demand objectively and accurately, I presented two calculate methods on this problem. One is the method based on housing affordability which takes the ratio of house price to income as evaluation index. By series of formula deduction, I got the demand level of indemnificatory housing. The other method devides the housing demand into housing consuming demand and housing investing demand. And then, I devided the housing consuming demand into two parts, one of which could be achieved through the housing market exchange, while the other couldn’t be met by the household economy of the urban residents. In this way, I also could obtain the result by the housing demand. Taking PPS stratified random sampling and telephone questionnaire survey to the city households of the fourteen municipal cities in Liaoning Province, I could get sample data of1199city households. And then, I took empirical analysis on the two methods by combining with the survey data and official statistical data. I found the reliability of the first result is higher than the second one in this research by contrsting the two methods.In addition, I insist that the housing needs not only include demand level, but also housing demand preferences. Therefore, I researched the housing demand preferences by structural equation model, took test and amendment to the model. We found that the influences from housing consume preference to housing preference was the strongest, while the humanity and natural environment preference was the second. The influences from housing investment preference to humanity and natural environment, property and geographic location preferences were weaker than housing consume preference’s influences, etc.Finally, I presented the advices on improving housing security system and construction of indemnificatory housing, such as increase the construction scale of indemnificatory housing, stop supplying economically affordable housing and price housing, increase the percentage of supplying multi-room buildings, etc.
