A Study On Regional Differentiation Of Urban Housing Security Level In China

China’s affordable housing system is formed and perfected accompanying by the advance of the housing system reform. In1994,"the State Council decisions on deepening the urban housing system reform" put forward to building the economic and practical housing supply system on the basis of low-income households and social security. In1998, with the implementation of the monetization of housing distribution system, China entered the stage of building housing security system. Since then, affordable housing, public service funds and low-rent housing system began to be fully implemented in China. In2008,"several opinions made by the general office of the State Council aiming to promoting the healthy development of the real estate market" is proposed to increase low-cost housing construction and the implementation of the transformation of city shanty towns and other methods, to solve the housing problem of the low income families and increase the supply of the economic and practical houses. China began to enter the stage to largely makeup the affordable housing. On the March.2011,"the Twelfth Five Year Plan" officially made it plain that implementing low-cost housing system for the urban low income families and public rental housing system for the low and middle income families.China’s urban housing security has been significantly improved both in the overall scale and on a per capita, but also effectively solved the difficult housing problems of a large number of middle and low-income families. However, since the lately start and weakly economic foundation of China and other reasons, a lot of problems have been exposed in the process of construction. First, the pressure to finance construction and supply land is so large; second, affordable housing planning and designing should be improved, the supporting infrastructure is relatively backward; third, many places have formulated housing security standards or income line standards which don’t conform to the actual situation.We believe that the reason leading to these problems is that many towns haven’t fully understood the objectives and positions of housing security. Therefore, this thesis firstly describes the housing security difference of our country and the effective factors which leads to the difference phenomena by statistical data, then analysis and comments the difference phenomena by the methods of principal component analysis and so on. In the end, the thesis analysis the housing security experiences from foreign policies. In addition, some valuable references have been provided for the development of China’ urban housing security according to the proposals and opinions from the research conclusion.
