Since the reform of the housing system, China has gradually established a twin-track approach of housing supply pattern, which includes commercial housing and indemnificatory housing. However, for a long time, compared to the booming real estate market, the indemnificatory housing supply was slightly slow. In recent years, with the rapid development of china’s economy, the drawbacks of over-commodification of housing are gradually exposed. The performance is the roaring house price in the most part of the country, which rises much more fast than the increase in household disposable income. Since the previous indemnificatory housing systems in our country only included low-rent housing, capped-price housing and affordable housing, which is unable to guarantee the ranks that needed to be helped. The middle-low income community, which is called sandwich class, has been excluded. So China has proposed to vigorously develop public rental housing to expand the coverage.Although through speeding up the development of public rental housing in order to achieve the goal of home ownership scheme has reached an agreement. However during the development, there is a host of problems including land supply, financing and management need to be solved urgently. Therefore, a comprehensive and systematical supporting policy system to realize the sustainable development of public rental housing is very important not only in theory but also in reality.Focusing on the skeleton of relevant documents issued by the government in recent years, the article states the development of public rental housing in our country and points out problems existing in this process. And analysis of existing policy, including the land supply, financing and management have been given. At the same time, also the experience of public housing policy in the United States, Germany and Singapore and inspiration to our country are discussed. Based on this, from the point of industrial support policies, the paper proposes supporting polices, including land supply policies, financial policies, financial policies, the relevant policies of construction and operation, also legislative proposal to promote the development of public rental housing in our country.
