Energy is the the most basic driving force of social development and economic growth, and the transportation industry must use energy as a support. Since the reform and opening-up, the transportation industry has made great achievements in our country, but this is at the cost of energy.Faced with the increasingly severe energy situation, the study of transportation energy efficiency and energy-saving problem is particularly important.Based on the production function theory,the paper firstly discusses that how transportation energy inputs affected the outputs of transportation turnover.The result of study finds that the energy efficiency transportation in our country was increasing gradually from the point of view of the output; Secondly, according to the transportation input-output data of1990-2010, with the model considering the energy consumption elasticity of substitution,it analyzes the transportation energy efficiency in our country for the past20years.The result shows that the level of transportation energy efficiency was overall high in our counrry, and in the short term technology was not the key factors to realize transportation energy-saving. So, the paper makes a research on factors of transportation energy consumption accoding to the passenger and freight transportation energy consumption decomposition model, the result shows that the growth of the transportation turnover was the main driving force of increasing energy-consumption, and the transportation structure had a large energy-saving space. Finally, under the precondition of meeting the certain transport needs of our country,the paper respectively sets standard scene scheme and energy-saving scene scheme for transportation structure and transportation energy intensity,and then uses the transportation energy-consumption decomposition model to calculates the potential of energy-saving of energy-saving scene scheme in2020~2030. The results of the study shows that:through reducing turnover of traffic, optimizing transport structure and reduce the transportation energy intensity, in2020and2030China transportation will save111.987million tons and178.646million tons of coal equivalent, in which feight transportation accounts for80%~85%, and passenger transportation accounts for15%~20%.Besides, in the next few years, freight transport is main aspect of realizing transportation energy-saving.
