Energy issues have become increasingly subjects to social concern. "Eleventh Five-Year" Plan proposed that the Energy consumption per unit output value should be about 20% lower in 2010 than that in 2005. This underlines our government on energy-saving work of strong willingness and determination. This paper focuses on the energy-saving management of local government. Energy efficiency indicators are researched after on-the-spot survey, the energy related data of companies in M district from 2005 to 2007 was analyzed, some ideas to solve the problems on energy efficiency indicators are proposed.The main work of this paper:1. The energy-saving work for industry is an important part in the energy-saving management system of local government, and how to set the assessment objectives is a key problem. In this paper, a standard for comparing energy efficiency indicators is proposed, and different common indicators on energy efficiency are compared. It shows that the indicators in using are more applicable than the others. What's more, the characteristics of the role of local government make the indicators, such as energy consumption per unit of output value, inevitable choices for evaluation.2. In this paper, the empirical results, which are based on the energy data of companies in M district from 2005 to 2007, proved that the current method of assessment objectives on different industry sectors is fair; however it's unfair for the companies of different energy efficiency.3. "Power function" method is proposed to solve the above problem, the empirical result shows that this method not only solve the unfairness problem for companies of different energy efficiency, but also keep the fairness for companies from different industry.4. it's proved that the energy efficiency data, such as energy consumption per unit output value, volatiles. However, a sharply change may lead to a regress in the next year. At the macro level, it's the change of total energy consumption, rather than the change of the total output value, affects the change of energy consumption per unit output value more. At the micro level, it shows that it's the change of product prices, rather than the change of energy consumption per unit product, affects the change of energy consumption per unit output value more.5. The link between energy consumption per unit product and energy consumption per unit output value is proposed. As an important indicator, the value of energy consumption per unit product is hard to get, thus an idea of setting assessment objectives is offered.The innovation of this paper:1. A standard for comparing energy efficiency indicators is proposed, which provide a theoretical support for choosing suitable energy efficiency indicator.2. "Power function" method is proposed, which solved the problem of unfairness for companies of different energy efficiency level.3. The link between energy consumption per unit product and energy consumption per unit output value is proposed, which makes "Power function" method available for setting assessment objectives of energy consumption per unit product.
