Evaluation Of The National Innovative City Of Shijiazhuang

Innovative city as knowledge production has become a kind of new idea of citydevelopment. Along with the innovation country strategy put forward and carry out,Innovation in city economic developing action is more and more outstanding,Shijiazhuang was identified as the first batch " innovative pilot city "of Hebei province inMay2006, and was approved as one of National innovative pilot cities by Ministry ofScience and Technology, entered the implementation stage in July2010, This paper,which is based on the domestic and foreign innovative city evaluation research andcombined with the present situation of Shijiazhuang innovative city construction, iscomposed of three level evaluation index system which is constructed with4first levelindicators which include the innovation input, innovation process, innovation environmentand innovation performance,10two level indicators,27three level indicators, It constructs judgment matrix and calculates the corresponding weight of indexes with Analytichierarchy process method which combines qualitative analysis with quantitative analysis,The work of the data preprocessing included sample selection and standardization of data.This paper selects index data of Shijiazhuang from2005to2010year as a longitudinalsample data, and chooses the date from Beijing, Tianjin, Shenzhen, Shijiazhuang city astransverse sample data, then Classify them by benefit type, cost type and fixed type, andaccording to their respective applicable method for transverse and longitudinal indexdimensionless processing. With using the weighted average method of comprehensiveevaluation, and cluster analysis to analyze the innovative city’s construction situation bytransverse and longitudinal analysis, and then we can know well the Shijiazhuanginnovative city construction process and compare the innovation city construction level, inorder to understand the advantage and disadvantage of Shijiazhuang in the construction ofinnovative city process with other cities, thereby provide helpful ideas for the constructionof innovative city. Finally, it also presents counter measures and suggestions on theexisting issues on Shijiazhuang innovative city construction.
