As the most typical tourism destination, Tourism city is more involved in the main contradiction and the prominent problems in the development of tourism. So it will be focusing on tourism city in our country’s tourism comprehensive reform. In2010December, the National Tourism Bureau identified the first batch of national tourism comprehensive reform pilot city, which is Chengdu City, Zhangjiajie city, Qinhuangdao city and Zhou Shan city and required to try first in five areas. More than three years later, what kind of achievements have been made in tourism comprehensive reform of the four pilot city, How to evaluate these results and its practice can provide what experience, mode, practice, ideas for the similar tourism city, These are worthy of researching.Based on this, this paper will select the construction of evaluation on tourism comprehensive reform pilot city and construction achievement evaluation as research content. Based on clarifying the research background and significance, review, research methods and innovative ideas and research framework, it adopt some method s, such as, literature inductive method, frequency analysis methods, Delphy Fa, factor analysis, hierarchical analysis and subjective scoring method are combined. It is guidance with the institutional innovation theory, growth pole theory, the spatial interaction theory and the new public management theory, based on understanding the present situation of national tourism comprehensive reform and development in China, it creatively puts forward the definition of national tourism comprehensive reform pilot city, and systematically expounds the connotation, the classification of tourism comprehensive reform pilot city property, And at the same time, it discusses formation mechanism of the tourism comprehensive reform pilot city, and constructing a total evaluation system frame index and specific index. On the basis of theoretical research, this paper takes Zhangjiajie city for empirical research, constructs the system of evaluation of Zhangjiajie tourism comprehensive reform pilot city, according to the evaluation system of the construction of evaluation (by the end of2013), according to the Zhangjiajie city in the tourism comprehensive reform pilot in the existing problems, put forward countermeasures to narrow the target of gap for Zhangjiajie city. It has guidance significance for Zhangjiajie tourism comprehensive reform pilot for the countermeasures and conclusion, has certain guiding significance in practice for carrying on the reform to the similar to the tourist city of Zhangjiajie.The main innovation of this paper lies in the following aspects.
