Twenty-first Century is an era full of opportunities and challenges. It is an era notonly of survival of the fittest but also of highly competitive human resources. Throughthe survey and questionnaire of the current inspiring system of post office operators inMS City, this article is to be aimed at finding out what operating staff is unsatisfied withon both material incentive and nonmaterial incentive in their present enterprises. Byanalyzing historic data and questionnaires, and combining the theory of relativeinspiration and knowledge of human resource management, it aims to search the root ofexisting problems and to raise measures for improving the present inspiring system.The new inspiring system for post office operators introduces a concept of OverallInspiring. According to the principles of combination of material incentive andnonmaterial incentive, combination of the enterprise’s strategic objective and short-terminspiration, appropriate inspiration on both positive and negative sides, and personalityand fairness as well, this concept targets self-motivation for their perspectives and goals.It explains that the enterprise should require more positive and rich connotation on workby definiting and raising task standard, and set personal performance appraisal judgingstandard for individual staff. According to the result of performance appraisal judging,the enterprise carries out the “1+N” inspiring measure by combination of material andnon-material inspiration, which means timely and clear inspiring system and individualencouragement by annual bonus points, and double-praising the staff’s positive action.This new inspiring system is expected to raise post office staff’s enthusiasm andinitiative, to impove the quality of communication, to enhance marketing capability andto promote the enterprise’s harmony.
