Royal Garden City Pom Application Research On Cost Management System

The real estate industry is the pillar industry of the national economy and it related to the people’s livelihood and stability. With the changes of the country’s macroeconomic situation, the real estate industry has changed from developed rapidly into stagnation. The tightening of the state monetary policy resulted that the real estate business operation become more difficult. Strengthening cost management and redacting operate cost as an important means for real estate companies to respond market competition. POM cost management system has important meaning for the real estate business.Paper defined and clarified the relevant concepts and theoretical basis. Main concepts concluded project and project management, cost and cost management, cost management procedures of the real estate business and the basic theory of POM cost management,.The paper focus on the application of POM cost management system to the Imperial City Garden project. Royal Garden project was introduced and the demand of the cost management to the project was analyzed. Then the paper presented the architecture of the POM cost management system. In order to performed the Royal Garden City cost management, combined with the the Ming Yuan company’s POM software, the system of POM software was re-adaptive designed and improved according to the Imperial City real estate practice.On the basis of the preliminary design, the papers detailed many modules such as the module of feasibility to the project, the target cost module, the conclusion of the contract and execution modules, seven modules of the dynamic cost control module, materials and equipment management module, costing module and report management module. The cost management system applied to the Royal City project activities successfully.Through adaptive design and running practice, the main function of the POM Cost Management System has gotten preliminary inspection and we achieved the desired results. However, there were many problems in the system running, not only including the problems as the system module functions, also including problems of the concept of staff on the implementation information systems and organizational structure for the company. The paper presented updating concept, reorganization, enhancements suggestions in order to improvement the cost software.
