With the development of economic globalization, the era of knowledge economy means that in the21st century competition among enterprises would be more intense. In order to maintain business sustainability in the industry and keep the long-term competitive advantage in the fierce market competition, enterprises are bound to create approaches to build core competitiveness of the enterprises. This paper analyzes human resources strategies based on strategic management, which mainly covers the following three aspects, namely environmental analysis, identification and selection of strategic objectives, implementation of human resources strategy.Firstly, theories of strategic human resource management at home and abroad are reviewed and then briefly described research objectives and research methods. And then, it analyzes the external environment of the Hunan Yuanyang Mining Machinery Manufacture Company, and further draws the balance between supply and demand of human resources and finds out the existing problems of the company’s human resources management, and the causes of these problems are also analyzed. Secondly, after the comprehensive analysis of the company’s strategic development objectives, this paper works out the human resources strategy objectives based on the advantages and disadvantages of the company’s human resources. By combining the quantitative and qualitative methods and applying the mathematical methods, the company’s human resources needs of the next5years are analyzed. After the identification of development objectives, specific implementation strategies are put forward from various perspectives such as human resources system establishment, concept change, staff training, performance appraisal, pay systems and corporate culture. Finally, in order to ensure the effective implementation of human resources strategy, researchers use the method of questionnaires and interviews with staff to assess the expected results, and proposed security measures for the possible problems.This paper takes a specific company as an example, integrates the knowledge of strategic human resource management and make recommendations on Yuanyang Mining Machinery Manufacture Company’s human resources management, which would provide a reference to other companies of the same type.
