Along with the continuous acceleration of China's urbanization process and the rapid development of urban economy and society,the people are no longer only satisfied with the basic material and cultural needs,and the country is paying more attention to the solution of people's livelihood issues.However,due to the rapid development of the urban economy,a large number of migrant workers have entered the city,and the scale of population movement has expanded year by year.In addition,the number of graduates of the city's own graduates is huge,and the housing pressure in major cities in China has increased year by year.Coupled with the rising housing prices in urban housing,housing with guaranteed nature,such as low-rent housing and affordable housing,is increasingly becoming an effective measure to alleviate housing pressure.However,from the current development situation,China's original housing security system still has many shortcomings,and it can not play its protective role well.It is urgent to introduce corresponding measures to improve the current housing security problem.Under this circumstance,the Chinese government launched a nationwide affordable housing project,innovatively proposed public rental housing,and explored and established it.Finally,in June 2010,the "Guiding Opinions on Accelerating the Development of Public Rental Housing" was promulgated.Public rental housing has officially become a part of China's housing security system.China's housing security work has also shifted from "property-based protection" to "rental security",actively building public rental housing,and alleviating the "sandwich" group.Housing pressure.However,in the preliminary preparation of this article,it is found that although the public rental housing policy has been going through nearly ten years since its implementation,public rental housing has been understood by the broad masses of the people,but there is still a lack of research on the implementation of policies in specific regions.Therefore,this paper starts with the implementation effect and studies the implementation effect of the public rental housing policy in Liaoning Province.Based on the research of relevant academic papers and theoretical systems,this paper clarifies the specific meanings of related concepts such as affordable housing,public rental housing,public policy effects,and the theory of government intervention,fair distribution theory,and housing gradient consumption theory.As well as housing filtration theory and so on.In the main part of the article,we first summarize the evolution process of the public rental housing policy in China and Liaoning Province since the introduction of the policy,and sort out the policies related to public rental housing issued by the government from the stage of the initiation of exploration and the stage of development and adjustment.The paper analyzes the shortcomings of the public rental housing policies implemented by the state and Liaoning Province in various periods,and believes that there are problems such as relatively lagging laws and regulations,single financing channels,insufficient fund raising and poor management methods.Secondly,after a macroscopic review of public rental housing,taking Liaoning Province as an example,through detailed interpretation of the policy documents,the collection and construction of public rental housing in Liaoning Province,application review,allocation pricing and exit supervision.A detailed understanding was carried out,and a descriptive analysis of the performance of the public rental housing policy in Liaoning Province from these aspects was carried out from the perspective of policy implementation effects.On the basis of collecting and referring to the relevant data from the implementation of the public rental housing policy in Liaoning Province,this paper quantitatively analyzes the implementation effect of the public rental housing policy in Liaoning Province,and builds indicators from three aspects:land supply,housing supply and living environment.The evaluation system uses the multi-index comprehensive evaluation method to analyze the adequacy of the effect of the public rental housing policy in Liaoning Province.The large-scale construction of public rental housing in Liaoning Province has increased the supply of affordable housing,improved the quality of people's living,and achieved the main objectives of the policy design period;With reference to the three elements of fairness,the fairness of the policy is analyzed.Liaoning Province draws relevant experience and lessons from affordable housing,strictly controls the various processes of public rental housing from construction to distribution,and ensures the transparency of policies.The awareness and satisfaction of the rental policy,the general public is satisfied with the current public rental housing policy,and evaluate the responsiveness of the policy.Finally,after summarizing and studying the implementation of public rental housing policies in various regions including Shenzhen,Hong Kong,the United States,Singapore and Germany,we selected the part suitable for the provincial conditions of Liaoning Province,and combined with the current public rental housing policy in Liaoning Province.Various problems existed,and suggestions for improving the public rental housing policy in Liaoning Province were pointed out:First,we must guide the public's rational cognition,change the inherent housing concept,and transform the "ownership" of housing into "right to use".The second is to strengthen the self-construction of the public rental housing system,improve the relevant laws and regulations on public rental housing,and continue to promote the combination of physical distribution and monetary subsidies;the third is to improve the relevant supporting system for public rental housing,in finance and assets.The review and other aspects will support it;the fourth is to improve the professional management mode of public rental housing,implement flexible rents or differentiated rents,and strengthen the construction of supporting facilities for public rental housing.In the implementation of the above recommendations,promote the sound development of public rental housing in Liaoning Province,improve the housing security system of Liaoning Province,and effectively solve the housing problem of the "clip-up" group.
