Due to the development of public economy and the acceleration of marketization process of housing in recent years, the amount of urban low-income families which cannot pay for their housing settlement increases rapidly now. It is essential for our government to focus on this crisis and attempt to build a replicable and sustainable urban housing finance system for those poor.In typical urban housing finance systems, low-cost housing projects are meant to provide security shelter for families living on below average incomes or groups with less disposable income. In China, the development of low-cost housing policies was delayed in the past and had not been fully explored yet. The government offices still have much work to do for designing, allotting and managing the low-cost housing. An urgency matter is that policy makers should promote relative bill and try to optimise the application of low-cost housing finance projects.By qualitative and quantitative analysis, this paper investigates the situation of low-rent housing policy of South of Jiangsu province, through the analysis about the degree of satisfaction and demand forecasting, analyzes the implementation achievements and the demand trends in next few years. We find that, the level of rent, the most basic living facilities and low-rent housing policy and management have a higher satisfaction with aspects, and the per capita area, surrounding facilities, housing policy, policy attention overall assessment of satisfaction is low. Unreasonable distribution of per capita area, traffic inconvenience, poor quality, application procedures complicated, low transparency are the principal factor that reflects the degree of satisfaction. At the same time, we predict the total demand of the low-rent housing in a few years of South of Jiangsu province, find that, to2016, the demand will reach42917600m2.Finally, the analysis of the migrant workers, graduates’demand for low-rent housing shows their expectation rent, housing area per capita and degree of the facilities. Our study found that the low-rent housing system in South of Jiangsu province has obtained remarkable achievements, but the total supply, the protection scope and the applicability of the low-rent housing need to be further improved. The possible innovations of our research focus on the using of regression model and the theory of gray system forecast method, which makes the research results more referential. There are some shortcomings such as the analysis of data selection and so on in this paper.
