This paper take the innovation system of science and technology of the17cities inShandong Province as the research object. It has researched on its scientific andtechnological innovation ability and efficiency, with the factor analysis method,FCMclustering method, DEA method and the rough set theory. This study can help to work outthe strategy of science and technology development in Shandong Province, enricheempirical research method of regional science and technology innovation system, expandthe application scope of rough set theory, thus has an important theory and the practicalsignificance.This paper has five chapters in total. Chapter1outline the research background,research status, innovations and so on. Chapter2defind and explain the connotation ofscientific and technological innovation systems, construct the index system about scientificinnovation ability of17cities from five dimensions as science and technology innovationinvestment, result output, information diffusion, social output and outside environmentsupports. Also the technology innovation efficiency research indicators are given too.Chapter3the rankings of scientific innovation ability of the17cities in Shandong Provincein the year of2011are given by factor analysis, then the17cities are divided into fiveregions with FCM clustering method by scientific innovation ability. After that the balanceof related factor of science and technology innovation system in each cluster region arestudied. Study shows: Firstly, the ability of scientific and technological innovation ineastern coastal areas is better than that in central and western areas. Secondly,based on theability of scientific and technological innovation, we can get the five cluster regions:Ⅰ{Qingdao, Jinan, Yintai}; Ⅱ {Zibo, Weifang, Laiwu}; Ⅲ {Zaozhuang, Jining, Taian,Dezhou, Binzhou}; Ⅳ{Rizhao, Linyi, Liaocheng, Heze};Ⅴ{Dongying, Weihai}. Theinnovation input inⅤregion is relatively small, the ability of environmental support andsocial benefits output are the weak points ofⅠ,Ⅱregions, while the environmental supportcapacity is the Superiority of the Ⅲ region and the social benefits output is theSuperiority of the Ⅳ region. Chapter4analysis the efficiency of scientific and technological innovation of the17cities of the year2011, with the method of DEA andRough Set Theory.The main results are as follow: Firstly,14cities are, at least,technological efficient in the scientific and technological innovation activities. In additionthe DEA efficiency invalid cities are all diminishing in scale benefit except Laiwu city.Secondly, about Linyi and Liaocheng citis, the full-time equivalent of R&D activities andthe number of researchers are redundancy in quantity of inputs, while the output of thenumber of patent license and invention patents authorization are not in the optimal point. Thirdly, the condition attribute set of scientific and technological innovation efficiencyevaluation system can be simplified successfully with the variable precision rough settheory, four reduction sets and the corresponding decision rules are got. Chapter5summarize the paper and some relevant policy recommendations are given to thegovernment.
