Study On The Evolution Of Public Housing Policy In The Process Of The Urbanization

Urbanization is an important indicator to measure the development of economyand society. It is also the main power to keep the economy and society developing. Sincethe founding of new China, the urbanization development has made great contribution.But, we should also realize that the urbanization in our country is just a kind of"extensive" development modes. It means that we pay more attention on the expansionof urban and the increasing in the number of cities. With the "extensive" developmentof urbanization, the urban population is increasing. However, house which is anecessity for human survival is serious short. It makes the urban housing problem isbecoming more and more serious, and eventually rising to a social problem. Urbanhousing problem cannot be solved by the market mechanism, therefore, thegovernment must intervene. The public housing is the main way to intervene. Thepublic housing policy is based on the characteristics of the urbanization and thehousing problems. It plays a certain positive role, but it should also improve andperfect. Because there are some flaw on the responsibility of house sharing, housing,residents’ housing consumption structure and operation.In the passage, the author defined that the public housing policy in Chinaurbanization can be divided into: the welfare housing distribution policy ofurbanization infancy, smooth urbanization development period of the primary markethousing policy, housing commercialization distribution policy in the rapid urbanizationand the urbanization comprehensive housing lease period as part-welfare policy. Andbased on the urbanization development process, the author analysis the characteristicsof every urbanization stage and housing problem which caused by the urbanization,and the public housing policy which used to solve the housing problems. Then analyzethe influence of the public housing policy, to find the problems and the insufficiency.Through reorganizing urbanization in the public housing policy in our country, theauthor summarize the characteristics of public housing policy development in China,so as to provide reference for the development of the future of public housing policy.
