As an important part of relation of production, Labor relation is one of the most basic and the most important social relationship; furthermore, it is one of the main forms of the level of productivity development and social progress. The construction of harmonious labor relation is the important guarantee to promote economic prosperity and social harmony and stability of a country and a region.In recent years, along with the further promote of the reform of national economic system and the adjustment of economic structure, the process of market in GANSU province significantly speed up, non-public economy develop rapidly, private enterprises have become the main force of employment. But because of the labor of buyer’s market and the imperfect labor security system which is poor implementation, some enterprises in GANSU province, especially some small and medium-sized construction and catering enterprises, have not standardized labor management, not signing and performing labor contract in accordance with the law, arrears of wages, not purchasing the social insurance according to the provisions, poor labor conditions, arranging the staff to work overtime, illegally using labor dispatch very much, as a result, the workers, especially migrant worker’s legitimate rights and interests is seriously damaged, and the development of harmonious labor relations suffer affection.At present, because of in the crucial stage of building a well-off society and speeding up the process of the construction of happiness and nice society, the GANSU province need urgently economic development by leaps and bounds, harmony and stability. In this situation, it is particularly important to grasp correctly the labor relations, and actively take effective measures to properly deal with the contradictions, eliminate the inharmonious factors in labor relations, strive to build a harmonious and stable labor relations, and maintain the vitality of economic development..Practice shows that constructing the harmonious labor relationship is the result of comprehensive effect of the government, enterprises and workers. From the development history of China’s labor relations, the government always plays a leading and decisive role at the adjustment of labor relations. From the current situation, the Chinese government especially the government of GANSU province will remain the leading position in the labor relations adjustment. It is an important and urgent problem to study how to effectively play the leading role of the government and functional departments in solving the problems in the field of labor relations to lead towards a harmonious and stable development. Firstly, this article expound the theory of harmonious labor relations and the government to adjust the labor relations, and puts forward the basic orientation of the government of GANSU Province. Secondly, this article analyze the current situation and main problems of labor relations by compare with the basic requirements of the harmonious labor relations to find out the reasons for the problem. Furthermore, this article put forward to the policy measures to accelerate the construction of process harmonious labor relations in GANSU province concentrating on the following seven factors:to speed up the improving and implementing of the laws and regulations of labor relations, to expand the channels of employment range, to accelerate the construction of social security system, to strengthen labor security supervision, to strengthen the labor dispute mediation and coordination, to Regulate income distribution, and to perfect three party coordination mechanism.
