Analysis Of Chongqing Rural Residents Object Selection Optimization

Rural minimum living security system is a social security system aimed at helpingthe rural poor whose year income are under the national standard and whose income aretoo little to live on. Rural residents object accurately is the first step of the system.There are some problems existing in current rural residents work, such as low efficiencyof aiming at rural residents and deviation of selecting target. Therefore, selecting targetrural residents precisely will directly related to the operation of the rural minimumliving security performance.By means of game analysis, case study and factor analysis and binary choicemodel analysis, this paper focused on the rural residents of Chongqing object selectionoptimization problem. Based on the optimization object and the optimization of ruralminimal needs standard definition, the optimal standard of villages should be that theextrusion rate and leakage rate are zero, namely to "defend" defend. By reviewing therelevant theories, we found the deviation of selecting Chongqing rural residents object.Then, we studied the influencing factors of rural residents object choice, and we foundthe rural residents endowment, including physical capital, human capital, social capital,will affect the qualified to obtain. Lack of incentive and the long principal-agent chainof selection process are another factor. Based on their interest, using a single completeinformation static game and repeated game model, we studied behavior of specificstakeholders at different levels. We also carried on the field survey, because we cannotanalyze the reality perfectly by theoretical analysis. The theoretical analysis anddeduction type game analysis laid the foundation for questionnaire design. Throughrandom sampling, we selected Taihe town, Yunmen town, Mingda town in Liangpingcounty and new town, using interview-based survey. We found that rural residents ofChongqing does not reach "should defend" defend, the leakage rate and the extrusionrate were6.5%and15.5%, and it provides actual data support for the above theoretical analysis. Later, in order to further verify the theory that three kinds of capital well affectrural resident getting the qualification, common factors are extracted from the surveydata, and are used as a binary choice below measurement model of the independentvariables. Measurement results show that education, human capital (includinggeneration) of human capital, material capital and social capital of the rural residents domake an significantly influence on rural residents object, whereas healthy condition arenot significant.Finally, comprehending the above theoretical analysis and empirical research. Weconcluded the performance of the rural minimum living security system of Chongqingdoes not reach the optimal. So we combined with the current low policy in Chongqingto make our suggestion.
