With the rapid growth of China’s population and economy, the shortage and pollution of water resource become more and more serious, and come to one of the important factors restricting our social and economic development. Kunming known as the "Spring City", experienced four years drought since2009,city water supply emergency,urban area has already begun to supply water divided area and time, this situation has seriously affected the normal life of citizens. So research for water resource to take place of drinking water has become the most important assignment at this stage to solve water shortage. Through the efforts of researching and seeking many years by all the countries in the world, they all believe that recycled water can be used as alternative water sources of drinking water, and help remit the shortage and pollution of water resources.This paper take a community in Kunming as an example,and analysis its recycled water system (dual water supply scheme) by economical efficiency. Based on thedesigncharacteristics of the community, and consideredthe special benefit of recycled water system, this paper selects"fixed effects" in "cost-effectiveness" analysis of national economic analysis to establish economic analysis mathematical model, that is the cost difference (index X) between a traditional water supply scheme and dual water supply scheme or the cost ratio (index Y) of traditional water supply scheme and dual water supply scheme. Through the economic analysis, this paper reach a conclusion that establish a recycled water system (dual water supply scheme)is economize than traditional water supply scheme, meanwhile, it has enormous social and environmental benefits.Although the dual water supply scheme is economize compared to the traditional water supply scheme, its economic effect is not very obvious. Therefore, this paper continues to study theeconomic factors that influencing the recycled water system of reclaimed water, and use the method of orthogonal test design to optimize the scheme. Based on the analysis of range and variance of the results, this paper obtains theorder of these three factors and their significance, that isfactor A> C> B, to optimize the economy of this system we can adjust these factors by above order, and obtain the assembly of these factors that is most economy.As a effective way to solve the city water resources problem, recycled water system should be established more systematic, large-scale except promote. This paper suggested that dual water supply scheme expand gradually, and continue to develop to municipal, regional reclaimed recycled water system, not just confined to the community, recycled water system in community should expand to recycled water factory, the water supply pipeline of recycled water in community should develop to municipaladministrationrecycled water supply pipe network, the application of recycled water expand industry, agriculture and used to replenish source of water, not just usedto flush greenbelt.Recycled water can also become a kind of commodity, that has its own relationship between supply and demand, and has their own independent market management system.
