The resource-based cities, which are also known as energy-type city or mining city,must experience the process from development, mature to recession and transformation.This process generated from a lot of reasons, the most important point is that mineralresources are limited, and it is non-renewable, while the social and economicdevelopment is inseparable from the mineral resources. In that case, resource-basedcities will gradually become resource-exhausted cities, and of course, thistransformation will involve many aspects, such as economic, cultural politics and so on.This is not only a lengthy process but also a very huge project. Our transformation ofresource-exhausted cities are facing more problems than in the developed countries.These cities not only need to face resource-exhausted cities in other countries aregenerally faced with resource depletion, environmental degradation and other issues,but also need to face the situation such as institutional transformation, socialtransformation and so on. Therefore,the transformation and development ofresource-based cities have become an unavoidable problem.Urban infrastructure is the foundation and conditions for sustainable developmentof resource-exhausted cities, in order to make the transformation of theresource-exhausted cities more smooth, more successful, this paper studies methods andmeasures of infrastructure planning of resources exhausted city in China during thetransition period by taking Tongguan county for an example.The main topic of this article is to explore the ways of infrastructure planning ofthe resource-exhausted cities during the transformation period. and makes a specificcase study of Tongguan county in infrastructure planning during the transformation period. The paper analyzes the concept of resource-exhausted cities and compares thedevelopment process of domestic and foreign research, and leads to the role ofinfrastructure in resource-exhausted cities during the transformation period. Byanalyzing the characteristics of infrastructure planning, the paper discusses thedevelopment strategy of infrastructure planning during the transformation period.Trying to induce the specific measures which conform to the infrastructure planning ofthe resource-exhausted cities during the transformation period. Finally,the paper takesTongguan county for instance verification.
