Along with the development of the electronic communication technologyand the increasing of people’s living standard, transport undertakings is becomingmore and more important in the life of the entire national economy. Thetraditional vehicle operating mode has been unable to meet the people’s growingmaterial and cultural needs, with an increase in the number of vehicles at thesame time, it also brings many vehicle operators and security issues. Therefor,how to take advantage of modern means of science and technology to improvethe efficiency of the use of vehicles and reduce wear and tear, set up a system ofconmmad and control with monitoring, commanding, scientific management,coordination of operations, security and protection, and increase the ability ofsecurity and protection of the unforeseen risk are becoming urgent to solve theproblem.In view of the existing booming of motor vehicles, In order to ensure thegovernment and the enterprise can real-time monitoring management, at the sametime to ensure the safe operation of the vehicle. According to the trafficdepartment of transportation, the ministry of public security, state administrationof taxation puts forward the establishment of the latest data sharing, theinterchange of road transport regional monitoring platform and the new standardof car terminal compliance. A solution was proposed which is based on the GPStechnology and GPRS technology. Established communication subsystem andsurveillance subsystem model, and designed the hardware and software ofvehicle terminal at the same time.This paper is focused on designing software and hardware for vehiclemonitor of vehicle terminal based on GPS and GPRS. The design of a series offunction of vehicle terminal hardware is to realize the owner identityauthentication, real-time positioning, state alarm, emergency alarm, remote flameout and traffic information service and so on. This paper describes in detailhow to choose the processor, how to design power circuit, crystal oscillatorcircuit, reset circuit, GPS module circuit, GPRS module circuit, storage modulecircuit, button circuit, display circuit, interface circuit and flameout relay circuit,and expatiates different circuit principle. Through the design for vehiclemonitoring system based on GPS and GPRS, completed the government andenterprise to the existing vehicle management requirements well, to promote thedevelopment of transportation and enterprise development has important meaning.
