Research On Xiangjiang River Basin Ecological Compensation

Ecological compensation is an important economic mechanism which used in ecological environment protection by economic means to coordinate and balance different interests. River basin ecological compensation is an important part of ecological compensation. To establish and perfect the river basin ecological compensation mechanism is an effective way to restrain the increasingly serious water pollution and to improve increasingly shortage of water resources. For decades, the Excessive exploitation and utilization of Xiangjiang River, the serious destruction of the vegetation, and huge amounts of the soil and water loss have brought immeasurable social influences and huge economic losses to the people who are living along Xiangjiang River Basin. To Protect the water resources of Xiangjiang——our "mother river" has become a common voice, and to establish the xiangjiang River Basin ecological compensation mechanism has become the common desire.River Basin ecological compensation is one part of river basin management, which is an integral part of the improvement of the ecological system and protection. First, this paper elaborates from the theoretical basis of river basin ecological compensation. And based on the perspective of transaction cost theory and game theory, it gives a theoretical explanation of river basin ecological compensation. Then, combing with the actual, it discusses the present situation and the existing problems of Xiangjiang River Basin. At the same time, the paper analyses the goal of the ecological compensation of Xiangjiang River Basin, its current compensation mode and the deficiency of the compensation policy. Finally, this paper puts forward the countermeasure and advice about laws and regulations of setting up and improving Xiangjiang River Basin ecological compensation to build up multilateral participation of ecological compensation mechanism. And then, the solution to alleviating and improving the more and more serious ecological environment of Xiangjiang River is obtained.
