| With the development of social economy and urbanization, City construction has been continuously improved, and the emergence of a growing population into the city, city land area is increasing, city construction scale continues to expand outside. So in this case, the inevitable emergence of the phenomenon of village in the city, village in the city is now in the country is widespread, Governments have adopted a variety of methods to deal with land problem and to guide urban village rebuilding, such as pouring a huge investment, making a relaxing policies, improving utilization of city land, making a standard of payment for land, returning profit obtained from selling land, and so on. However, the reconstruction of village in the city is a complex project, involving the government, the villagers, the interests of developers, there are many problems in system, land, population, culture, history, etc.. These problems have aroused widespread concern in the community and scholars. Therefore, we need to combine the urban village transformation theory, current situation, existing problems and analyzes the reasons, and puts forward the corresponding opinions and suggestions.For the problem of management of Rizhao urban village reconstruction, this paper first introduces the present situation of urban village reconstruction, land ownership, distribution and characteristics of the transformation process and policy. We then use the method of literature research, field survey method, case study, to sum up the land management problems in the reconstruction of the urban village, the reason and the problems are analyzed and demonstrated. At last, we put forward opinions and suggestions to solve the problem.The content of this paper includes the following five parts:The first part is the preface, we describe the transformation of the background and meaning of research, research methods, and literature review. The second part introduces the present situation of land ownership, distribution and policy of Rizhao village renovation. The third part is the important part of this article, we describe the land management problems of Rizhao from five aspects, one is the reconstruction of the village in the early management cost, resulting in the demolition cost is higher than the price of land; two is the way land transfer operations are not standardized, not the formation of effective competition in the market; three reconstruction of the village is the financial pressure,; the four is the land compensation and resettlement system is not perfect, the legitimate rights and interests of farmers is difficult to get reasonable protection; the five is the land policy in the transformation of villages in the implementation is not in place, resulting in the slow progress of reconstruction of the village is. Secondly, according to the existing problems, the system level and the reality of the situation in Rizhao is analyzed. We then use East Road reconstruction project as an example, to explore the transformation of villages, investment mode selection, land acquisition and other aspects of the solution. The fifth part puts forward the countermeasures and suggestions.In a word, combining with the actual situation of Rizhao village renovation, we put forward the corresponding countermeasures and suggestions, hoping to provide help for the land management to crack the reconstruction of the villages in the city.To solve the problem of management in reconstruction of urban village, the ultimate goal is the rational use of land, revitalize the stock of land for construction, improve the level of intensive land conservation, and the villagers living standards, quality has been improved, to achieve the unification of economic, social and other ecological environment. Therefore, it is a severe challenge to the government, the villagers, developers, all concern and participation of the whole society. |
