Reconstruction of the village in the city is implemented by "restructuring" since2002, and at the same time, some relevant departments of Guangdongprovinceissued a series of policy document about urban village reconstruction. To2009, the basic formulation of urban village reform policy is completed, and finallyformed the "Suggestions about promoting the land use of” three old "transformation to be economical and intensive [Guangdong province] No.78[2009] of thestate" and "Suggestions about accelerating the " three old "transformation work[Guangzhou office [2009] No.56]. These two important policy documents areknown as" the No.78"and" No.56” in the industry. Now these two files are theguidance documents of promoting and scheming reconstruction of the Guangzhouurban village.This paper studied and analyzed some policy points about urban villagereconstruction that are came on by Guangzhou city since2002. Take the Chishavillage in Haizhu Distric Guangzhou for example, the present situations of thisvillage’s historical background, population data, housing, cadastral modification, therange of reconstruction, general land use planning, regulatory detailed planning andthe wills of villagers are collected and investigated. Old village reconstructionproject is basic on the framework of policy, and making detailed analysis andcomparison with the policy, to summarize the conflict points in the process ofcompiling project. Analysing scientificalness of policy on the base of the aspects ofthe change of the values and interests and the lack of policy based on theachievements of reconstruction project, and then seeks advices based ondiversification policy coordination.The article put forward that solving the problem of urban village reconstructionthrough fully analyzing these three aspects (social level, enterprise level, urbanvillage level) of the urban village values, coordinating four principal parts(government, developers, household villagers, non-native floating population)interests, and evaluating the situation of policy implementation in the process ofurban village reconstruction based on the three basic elements (population, land,buildings). After analyzing the problems in the Chisha village reconstruction project,which arises in policy, the actual reform and the review and approval process, theauthor try to point out the loopholes in the old village reconstruction, trying to makea direction and suggestions for policy-making, in order to meet the demands of theinterests of all parties, and to help promote urban village reconstruction work fastand efficiently, promoting the construction of new urbanization.
