According to German functionalism, translation is a kind of interactive action with certain purpose. The functional units or components that are specific to the source culture or are used for different purpose in the target culture have to be adapted in order to meet the requirements of the target situation (Nord,1997:70). What’s more, Translation Variation Theory also holds the similar idea. It argues changing the form is to better convey the internal message of SL and to largely explore the use value of SL. The potential motive of variation is the need of target language readers.Publicity translation belongs to practical writings translation, which achieves communication effect from the acceptance of readers. And it should balance between the need of readers and the purpose of translation. Therefore, publicity translation should choose the contents that foreign audience are interested in, and put them in a way that foreigners can understand easily and accept willingly, that is to say, those redundant and indigestible expressions and sentences with trivial information should sacrifice for better communication effect. As an important part of publicity translation, news translation should follow not only the basic principles of publicity translation, but also the principles of news writing. Because of the objectivity of news reports and great differences between Chinese and English news, omission phenomenon is found quite common in news translation.The Official Website of Nanning Municipal Government (hereinafter referred to as the Nanning government website), the portal website of Nanning government, has won the Leadership Award in the evaluation of internationalization of Chinese governmental websites for five years on end, and has received wide acceptance of experts at home and abroad.This thesis tries to analyze the phenomenon of omission from the existing high-quality news translation. Comparing the Chinese and English news of the Nanning government website in2007and2008, the author found that there are a great many omission phenomena in news translation of Nanning government website, and divided these omissions phenomenon into six categories from three aspects of Chinese-English translation, news translation and publicity translation. On the basis of Skopos theory and translation variation theory, this thesis analyzed the rationality of these omission phenomenon and reached the conclusion of appropriate usage of omission skills in news translation for publicity, in order to improve the quality and communication effect of news translation for publicity, and to enlighten study and training of publicity news translation in the future.
