As more and more countries pay attention to the cultural industries in recentyears, the cultural industries developed very rapidly, which has become an importantsymbol to reflect the country’s soft power. Compared to the western developedcountries.The development of the cultural industry in China started relatively late,lags behind many countries. What’s more, the disparity of different areas about thecultural industry competitiveness is quite different. In order to study of the overallstatus of the cultural industry, explore the key factors that affect the cultural industrycompetitiveness. A scientific, comprehensive and accurate evaluation must be madeon the current China’s cultural industry competitiveness level.In this paper, we put31regions as study object. For the shortcoming anddeficiencies of the domestic cultural industry competitiveness, we treat the Porter’sDiamond model as the theoretical basis, build the cultural industry competitivenessevaluation index system preliminary from three aspects of the basis ofcompetitiveness, external competitiveness, potential competitive, collect the relevantindicators, construct the BP neural network model based on particle swarm. At the endof this paper, some relevant conclusions are deduced from the results of empiricalanalysis. The main contents are as follows.Firstly, through the summary of theories on cultural industry at domestic andabroad, the research achievements of domestic scholars in the field of culturalindustries are summarized emphatically. We also commented the existed problems ofChina’s cultural industry competitiveness in our country. After grasping the meaningof the cultural industry competitiveness, according to the Porter’s Diamond model, weelaborated the profound meaning of cultural industry competitiveness from threeaspects of the basis of competitiveness, external competitiveness, potentialcompetitive.Secondly, based on the theoretical research of cultural industry competitiveness.The indicator systems of cultural industry competitiveness is established, according toscientific, operational, systematic, comparability and simplicity of five principles.According to the theoretical knowledge combined with PSO and BP neural networkmodel, We built cultural industry competitiveness evaluation model.Finally the cultural industry competitiveness of31provinces and autonomous regions of China in2011are evaluated. The following conclusions are obtained.(1)Ingeneral, the cultural industry competitiveness of China is unbalanced. The empiricalresults shows the law of diminishing turn to the west from the eastern, central regionsand it has a strong positive correlation with the level of regional economicdevelopment;(2)In order to obtain a more objective comparison of cultural industrycompetitiveness. The results show that the eastern region of the internal differencesand regional differences in the overall difference is significant.(3)Enhancing thecompetitiveness of the cultural industry is not able to complete overnight, it is astep-by-step process. Each region should correctly understand the strengths andweaknesses of the process of the development of cultural industries, integrate existingstrengths cultural resources, develop the cultural characteristics and creativeindustries vigorously. By doing those, it is able to form a joint force to enhance theirown cultural industry competitiveness.
