Cultural and creative industries is an emerging industries:it connects culture with creativity and industries together, following the primary industries, secondary industries, tertiary industries and information industries, called the fifth industries. The21st century is a critical period of the development of cultural and creative industries, all the countries are scrambling to develop cultural and creative industries, and striving in the world market place. Therefore, cultural and creative industry is another field of competition following the manufacturing, financial services and other traditional industries. China’s "Twelfth Five-Year Development Plan" clearly states that in2020the cultural and creative industries will become the pillar industries in the national economy, at that time the cultural and creative industries output will be account for6%of GDP or more. In order to actively respond to the call of our government to develop cultural and creative industries, many provinces have also introduced some policy measures to promote the cultural and creative industries development. The provinces that the cultural and creative industries develop rapidly, such as Beijing, Shanghai, Hunan, Guangdong, increase capital and technology inputs and strive to make the growth rate of it more than30%, the added value as a share of GDP reached more than10%, make the cultural and creative industries to truly become the pillar industries of the national economy.Although many provinces have accelerated the development of cultural and creative industries, it has shown huge geographical differences between growth rate and level. There are many articles that researched on the cultural and creative industries competitiveness, but for the cultural and creative industries input and output efficiency have few researches. Therefore, this article will start from perspective of efficiency to research the cultural and creative industries input-output problem in different provinces.Based on the characteristics of the development of cultural and creative industries, first, the article will choose evaluation system:cultural and creative industrial added value, cultural and entertainment investment in fixed assets, operating income of cultural and creative industries, patent technology license number. Then, the paper will use the factor analysis method to measure indicators of cultural and creative industries, obtain common factor, the indicators which have the greatest correlation coefficients with the common factor will be used as input and output indicators for DEA analysis. The conclusion are:in most provinces, the technical efficiency, pure technical efficiency and scale efficiency of cultural and creative industries are very low; most provinces show an increasing returns to scale, indicating that cultural and creative industries failed to achieve economies of scale; There are regional differences about the cultural and creative industries input-output efficiency; Resulting in non-effective decision making units mainly due to the low efficiency output deficiency. In response to these problems, combine with the actual situation of China, the paper proposes some policy recommendations to improve the efficiency of provinces cultural and creative industries, including the expansion of industrial scale, creative personnel training, intellectual property protection, and summarizes the research deficiencies.
