From Attachment To Partner:the Study On The Cooperation Relationship Between The Government And Social Organizations From The Perspective Of The New Public Management Theory

Traditionally, as a big government, small society nation, Chinese government has always been regarded as the main object in managing public affairs along the time. So, it has monopolized the supplies of public commodities and service. However, this system cannot meet the demands of public people.The new public manage theory, emerging in1980s, provide a different theoretical perspective to the reform social managing system. The new public managing theory emphasizes the variety of the main object in managing society. It is a significant reform both in theory and practice, indicating a coming change in social managing system. Confronted with change of social managing system, Chinese government and a series of public behavior main objects should share the responsibility of managing public affairs by way of pluralism.Social organizations, as a main object of social management, could make up the insufficiency of the government, reduce the burden of it and complete the public affairs. With its unique advantages, it can be an excellent descent of the government so that government could focus on leading role.Nevertheless, in it are some disadvantages. Worse, in the Chinese history background and social culture, it faced more difficulties in developing itself. So, in order to get rid of the problem of government and social organization respectively, they should complementary each other and achieve more cooperation and interactivity.This paper is divided into six parts:in the first chapter, analysis framework, basic concepts and research methods were proposed on the basis of related research at home and abroad in selecting papers background and research significance. In the second chapter, it explains the meaning of new public management theory and theoretical value of reforming our social management system; from this point, chapter three and four will describe how build the service-guided government and how develop social organizations. The forth chapter will analyzes the cooperation between governmental and social organizations in meaning,basis and pattern in the case of Minhang district in Shanghai, summarizing the accessible way of building cooperation between governmental and social organizations. The last chapter, it will give a brief view of the relationship between of governmental and social organizations over the time and then discuss the significance of relation between them currently. Besides, the concluding part will firstly analysis the possibilities of new public manage theory the background of china, then reflect the existing obstacles in current situation. Last, some expectation could be brought up.
