With the establishment of reform and opening up the market economic system,especially since the17th Party Congress, strengthen and innovate the publicadministration to the will of the state, down to the important work of practice. Thebiggest difference between social management and the government is the emphasis ofthe main diversification of management、the social cooperation、public participation,and the participation of social organizations. As the cell of society, community is thebase in social management and playing the role of social organizations. However, dueto the constraints of existing systems, structures and policies, a large number ofcommunity social organizations are "unregistered", can not enter in the range ofgovernment management. There are so much difficulties in their existence anddevelopment, and it is so hard for them to participate in social management. Thisarticle is from the point of respond to the real plight to study the status of theunregistered social organizations and discuss the importance for participation of theunregistered organizations to social management to get the conclusion.The article is divided into four chapters. The chapter1expounds the mainresearch contents and methods based on analyzing the significance and thebackground, defining the concepts of social management and unregistered communitysocial organization and so on and the present research at home and abroad. Chapter2reviews the background of the rise of the community socialorganization and expounds the reason of is the damand of derived from system reformand the community social management. Briefly discusses the current situation of thedevelopment of the community social organization to put forward a clear-cut gapbetween it and community construction demand.Chapter3analyses the positive role that comprehensive community socialorganizations has played or is going to play in social mangement. There were eightaspects: providing social public service, carrying on charity activities, participating inthe folk of solving disputes and social contradictions and relieving employmentpressure, participating in government scientific and democratic policy-making,mobilizing social forces, making social cohesion and promoting civil autonomy,lingking the government and social communication, etc.Chapter4demonstrates the living predicament of the unregistered communitysocial organization and the necessity of the management. First the livingpreddicament includes badly utonomous ability, lowly social status, become thepetential danger for a national security and social stability. The following step is toanalyse a high admittance threshold, neglected by the govemment, and the mainfactor is living environment is hard and not friendly. Finally, the author wants toemphasize, however, the unregistered organizations have played a positive role insocial management, the social should expect them to be better and standardizedmanagement.Chapter5proposes the countermeasures the unregistered community socialorganizations to participate in social management, inside an outside, that is, thegovernment should make sure of their postion and effectivity in law and contain themin the government management as far as possible, and recreate the management modefor them, cultivate the community social organization actively, encourage theunregistered community social organization taking part in the public affairs andcommunity management. And for themselves should pay attention to internalmanagement.
