In the time of "Twelfth Five-Year Plan", the historic opportunity in economic and society span development will come to xinjiang, which will be also the the important opportunity in city of Urumqi District of Dabancheng. To grasp the opportunity, accelerate development, Only Dabancheng should government strengthen training and energetically develop, establish, train and reserve a high-quality, professional management personnel, the district government decision-making efficiency, implementation of the decision-making management efficiency and the work efficiency of government employees can ensure.Training’s demand analysis as a modern training activity important link which is the basis of follow-up to the training process, doing well of Dabancheng area government functionary training needs analysis is the necessary means which can guarantee the civil servant training pertinence and effectiveness.This paper uses literature analysis and survey research, which is committed to the detailed investigation on the basis of analysis, the district civil servants training needs, in order to make the civil servant training reasonable suggestion, promote the region economy and society to span type development, and further promote the improvement of civil servants training in china.The first section of this article first explained the background and significance of the studies, then hackled the researching theory of domestic and international civil servants’ training needs, at last elaborated on the research methods which used in this article. The second part of the article first introduced the theory of civil servants’ training needs analysis which provided a theoretical base for this article, then analyses the definition of training needs analysis, content, and the need of the civil service. The third part of this article first describes the survey of civil servants of dabancheng、the basic situation of the civil service training in Urumqi dabancheng, then analyzed the dabancheng of Urumqi’s civil servants training needs and problems of current dabancheng civil servants training in Urumqi from follow three part:dabancheng civil service training and the organisational level, on the task level and individual level by using " theory of three-layer analysis " and survey methods. The forth part of the article make a perfect rationalization proposal of dabancheng’s civil servants trained in Urumqi.
