The Empirical Study On The Credibility Of Government Based On The Network Public Option

The credibility of the government took the government as subject, government’sintegrity as main basis, expressed as fair, justice, responsibility and democracy when thegovernment communicating with public. It is the force of public trust in governmentand the psychological sense of identity. Network public opinion refers to the sum of theindividuals, groups or organizations held emotions, attitude, willingness, opinion, orbehavioral tendencies in cyberspace and spreading. The empirical study on thecredibility of government based on the network public option, not only to help thegovernment improve the response capacity of the network public opinion to reshape andenhance their own credibility, but also make the theory of credibility of the governmentin the field of public administration richness.This study through literature analysis and element analysis to got the networkpublic opinion hot events list in past two years and disposal capacity of localgovernments to respond to network public opinion evaluation form; and then, taking theWenzhou motor car accident as particular case, analysis the status of credibility of thegovernment, distributed public satisfaction questionnaire to97public members,combined with empirical data to proposed the paths to remodeling and building thecredibility of the government. The main conclusions as follows:(1)723Wenzhou motor car accident was the top one of the2011annual networkpublic opinion events hotspot ranking;(2) Internet users are most concerned about network hotspot event classificationfrom high in the end: government management, unexpected security incidents, socialand moral education, officers’ behaviors and so on;(3) The credibility crisis of the government still persists, there are still many localgovernments got negative scores in the two indicators of information transparency andthe government’ responses;(4)Government got low degree of openness in the process of car accidents, thecredibility of the processing results can be accepted, and the credibility of theGovernment’s satisfaction still low; Netizens actively involved in the accident networkcomment, secret manipulation and corrupt behavior aversion is high, there is few desirefor them to coordinate with the future accident;(5) There are significant differences between organization, income, position and party member in the process;(6)To reshape and enhance the credibility of the government should focus onaccelerating government management innovation; strengthen self-construction and localgovernment response mechanisms to improve the network public opinion.This study used a combination of theoretical and empirical method, initiallyexplored the relationship between the network public opinion and governmentcredibility, and gave some guidance for how to strengthen the credibility of thegovernment in the era of network public opinion context.
