Our government takes emphasize on the culture construction of all time. Theidea that building a strong socialist country with culture power which proposed inthe report of the18tn Party Congress reflects the CPC’s new arrangement of culture’sdevelopment in the new century. To enrich people’s spiritual and culture life, thegovernment not only needs to deepen the culture life of the people in various fields,but also needs to achieve the culture development in residents’ community life. Atthe present stage, although the government attaches importance to the cultureconstruction in the community, the flaw of the administrative management modelead to the waste of culture facilities and the undesirability of the effect. The NGOsare different from the government and they have their advantages so that they cantake part in the culture construction in community with low cost and high effect. Thisthesis is on the basic of theoretical basis and realistic basis of NGOs taking part in thecommunity culture construction, and takes Luoshan Civic Hall in Shanghai PudongNew Area as example, to analyze the current situation that the NGOs’ cultureconstruction in community. In this procedure, the author finds that there are someproblems lies in the community culture construction. Including some NGOs are lackof initiation to take part in the community culture construction; the NGOs’ abilityneed to improve; the extensive of the NGOs’ activity is bounded and some NGOs’activity is ineffective. In concern with the above problems, the thesis put forwardappropriate countermeasures, including the government should move troops theNGOs’ enthusiasm and initiative; strengthen the NGOs’ personnel development andexpand the funding channels so as to improve the NGOs’ ability of taking part in thecommunity culture construction; improve and perfect relative laws so as to providepolicy basis for the NGOs; and enhance the credibility of the NGOs in order tointensify the effect of community culture construction and encourage NGOs play abetter role in the culture construction in the community.
