Study On System Of Emergency Logistics Pointed Major Nature Disaster

In recent years, the ensuing natural disasters brought a great loss to Chinese people’s lives and property. Scientific and effective emergency logistics system is powerful guarantee for people to prevent and deal with natural disasters. So, it’s imminent to build emergency logistics system in our country. From the post-disaster concrete practice to see, there are so many problems still need to improve in china’s emergency logistics system, such as the efficiency and effect were not in ideal, lacking of overall planning and design from the strategic level and technical level.This paper is based on logistics management and emergency management correlation theory. Firstly, by analyzing the current situation of our country’s emergency logistics system, we find that command and control in chaos, the material reserve center’s layout is not perfect, the material reserve quantity is imbalance, Logistics distribution system is not sound, and so on. Then, put forward new emergency logistics system construction schemes from four aspects. They were organization and coordination system, material reserves system, logistics distribution and information processing system. In this paper, a scheme for government to add emergency logistics organization and coordinate system was proposed; the layout of material reserve center was optimized by modeling; the emergency supplies reserve power equation was set up with actual example; the optimization strategy of distribution system was proposed by aspects of distribution line, content and resources; the emergency logistics information system’s hardware framework was summarized. Finally, with the aid of hierarchy analysis related theory, and the practical experience in the past seismic disaster, this paper evaluated the factors which have effect on emergency logistics system’s operation ability to get the factors weight sorting. This paper shows that the emergency department organization coordinated ability plays an important role in the entire system. Among them, the leadership decision-making ability and scheduling command ability are more important. The evaluation results have reference value for improving emergency logistics system operation ability in the future.In our country, a set of perfect natural disaster emergency logistics system is urgently to be constructed. The system’s early warning and daily operation can ensure the country and the people’s life and property safety. So as to constantly promote the national economy and people’s life safety level of ascension. Therefore, this paper is of great theoretical and realistic significance.
