Motivating individuals to explore the potential to continue to release energy is the prerequisite of keeping impetus for long-term development of the organization. With regard to government, motivation is the premise of recruiting the wise and scientific development and the basis of civil service playing active role up to the hilt. With the rise of new public administration campaign all the round the world, every country has a rising enthusiasm for the reform of civil service system and a rising attention for civil service motivation. After decades of years’efforts, our country has realized the fluent transition from traditional cadre and personnel system to modern civil service system.However, on civil service motivation system place, it far falls behind the development demand of socialistic market economy and democratic politics, which doesn’t go through civil service management process, playing the role of leading and promotion. Especially in recent years, impressed by the change of administrative ecology, the abuses of the civil service motivation system arise gradually, including serious bureaucracy, low administrative efficiency, light entrepreneurial spirit and so on. Therefore, by means of motivation, forging a team with outstanding ability, spirit of passionate in their jobs and strong mind is the aim of modern civil service system reformation and the only road of improving government efficiency and shaping service image.This thesis adopts several methods including literature review, questionnaire and comprehensive analysis, based on Frederic Herzberg’s Two Factor Theory, taking the civil servants of Shenhe District, Shenyang as the research object, trying to conduct a deep analysis of the problems of its current incentive mechanism. On this basis, it explores the new way of perfecting the incentive mechanism of civil service through two dimensions:health care and encourage.Apart from introduction and conclusion, this thesis can be divided into five chapters. The first chapter illustrates the relevant concepts of civil service incentive mechanism and the content of Herzberg’s Two Factor Theory; The second chapter depicts the current situation of civil service incentive mechanism, taking civil servants of Shenhe District as an example; The third chapter mainly studies the problems existing in the current incentive mechanism; The fourth chapter explore the cause of these problems from the perspective of Two Factor Theory. The fifth chapter proposes the effective ways of perfecting the incentive mechanism, hoping to make some contribution to the reform of Shenhe District’s civil service system.
